Huangpu: new policies to attract overseas talents

Huangpu district has issued eight new policies to attract top-class overseas talents, officials announced at a press conference on August 22. The policies cover project sponsorships, subsidies, incentives, national treatment and entry-exit facilitation.

The policies are opened to talents of all nationalities, encouraging foreigners and overseas returnees to pursue entrepreneurial projects in the district. The eight measures seek to attract strategic scientists and leading talents in the district’s key developing fields, including information technology, artificial intelligence, bio-medicine, new energy and materials, block chain, industrial internet and high-end intelligent manufacturing. These people, who master core and cutting-edge technologies, are being sought to help the district make major breakthroughs in the high-quality development in the Guangdong-Hong Kong-Macau Greater Bay Area.

The policies offer project sponsorships of up to 1.5 billion yuan to strategic scientists who are newly introduced, and one billion yuan to leading talented professionals in the industries. They can also get a maximum subsidy of 10 million yuan for house purchasing or 30,000 yuan per month for renting. House renting subsidies will be provided for a period of 10 years. Ten-year free housing is also open for application.

Grants of up to one million yuan annually will be given to special talents for three years. A maximum subsidy of 50,000 yuan for bidding on new car license plates will be offered as well. The policies are innovative in rewarding individuals, who recommend and successfully introduce new talents to the district, with the honor as ambassadors of overseas talents eligible for bonuses of up to 50,000 yuan. The policies additionally provide access to VIP clinic and foreign language services.

Thus far, Huangpu district and its functional zone, Guangzhou Development District, and Guangzhou High-Tech Zone have gathered 730 high-level talents, ranking first among districts in the city. To attract, retain and develop top-class overseas talents, the district is planning to build an industrial park of human resources service and develop one-stop high-end services that cover the lifetime needs of these talents, including elder care, health care, simplified entry, exit and clearance, VIP services in airports and train stations, and easy financial activities.
