China’s Ministry of Commerce highlights possibilities in this Sino-Singaporean project in Guangzhou

At a press conference held on November 11th, in Beijing, the Ministry of Commerce released more details of the plan for the China-Singapore Guangzhou Knowledge City (CSGKC), a joint development project by China and Singapore located in Guangzhou. The release highlights the importance of the project in the Guangdong-Hong Kong-Macao Greater Bay Area.

According to the Overall Development Plan for China-Singapore Guangzhou Knowledge City (2020 - 2035), CSGKC will be built into a national center for knowledge industry by 2022 and a global knowledge center with its business and living environment leading the world by 2035.

To service Belt & Road and Greater Bay Area development, CSGKC will further the cooperation with Singapore and support top-notch universities and research institutes to land projects in the Knowledge City. It will also strengthen the China-Singapore partnership in such fields as stock exchanges, commodity futures and smart city development.

In addition, it will boost cooperation between Guangdong, Hong Kong and Macao in terms of industrial development and talent training. The project will also be a pilot area to explore joint management models for construction projects that involve Hong Kong and Macao partners, and push forward the mutual recognition of intellectual property patented in Guangdong, Hong Kong and Macao.

The plan also shows that the CSGKC will work to connect with more global resources in the field of technological innovation through cooperation with Singapore. Thus far, it has introduced 165 major tech projects invested by high-profiled companies such as LONZA, BeiGene and InnoCare.

To better its living environment and attract people worldwide, the plan indicates that there will be a more sophisticated transport network in the CSGKC connecting with other cities of the Greater Bay Area as well as the national high-speed train network. It plans to build a medical and healthcare complex that offers clinical services, medical training and research. It will also help young residents resolve housing difficulties and develop more small and low-rent departments.

According to the Ministry of Commerce, 2020 marks the 30th anniversary of the establishment of diplomatic relations between China and Singapore and the 10th anniversary celebration of the CSGKC which was elevated to a national-level bilateral cooperation project in 2018. The plan shows both China’s new requirements on CSGKC’s development and the country’s willingness to cooperate with its global partners.
