On behalf of the Guangzhou Municipal People's Government, I hereby present the Government Work Report for your perusal. Members of the Municipal Political Consultative Conference and other none-voting delegates are welcome to comment on the report.

I. Review of Work in 11th Five-Year Plan Period and in 2010

The 11th Five-Year Plan Period represented a landmark period of five years in the history of the city's development. During the five years, under the competent leadership of the CPC Central Committee, the State Council, the CPC Guangdong Provincial Committee, the Guangdong Provincial Government, and the CPC Guangzhou Municipal Committee, we strictly adhered to the Scientific Development Concepts as the overall guidelines, and thoroughly implemented

The series of decisions and arrangements made by the Central Government and the Provincial Government for cope with the International Financial Crisis and for promoting steady and rapid economic development The Program of Development and Reform for the Pearl River Delta Region (hereinafter referred to as "The Program of Development and Reform"). We also took proactive steps to cope with the serious challenges of the international financial crisis, and overcame the severe impact of a number of natural disasters, including freezing temperatures, rainstorms, snowstorms and blizzards. Moreover, we made strong efforts to adjust the economic structure, promote the transformation of the mode of economic growth, facilitate economic development, host the Asian Games, and enhance public livelihood. We've completed all substantial tasks set forth in the 11th Five-Year Plan and scored significant achievements in the reform and opening-up drive and in modernization.

The past five years saw a historic leap in the city's economic growth and a remarkable improvement in the city's comprehensive strengths. In the past five years, the city's economy surged forward at an average annual rate of 13.5 percent. In 2010, Guangzhou's GDP reached 1.060448 trillion yuan, exceeding the one-trillion-yuan mark for the first time, representing an increase of 13 percent year-on-year, surpassing the target of the 11th Five-Year Plan by 110.5 billion yuan, and more than double the amount for 2005. Annual per capita GDP is estimated at more than 100,000 yuan, an increase of 10,000 yuan over the target of the 11th Five-Year Plan and 74 percent from 2005. The city's total financial revenue surged 26 percent in 2010 to hit 334.8 billion yuan, including local general budgetary financial revenue of 87.265 billion yuan, up 24.2 percent year-on-year. Compared with 2005, the two types of revenue were up by 223 percent and 235 percent, respectively. The balance of deposits in home and foreign currencies at financial institutions reached 2.395396 trillion yuan and 1.628431 trillion yuan, both more than double the figures for 2005.

During the past five years, we made intensive preparations for the 16th Asian Games and the first Asian Para Games, and boosted the city's profile and influence. We successfully hosted these games, presenting a fascinating Asian sports and cultural extravaganza and opening a new chapter in the history of the Asian Games. These games had a strong stimulatory effect on the city's socio-economic development, resulted in a marked improvement in the quality of our citizenry, and significantly boosted the city's adhesiveness and influence.

Over the past five years, the functions of the city have steadily improved, and the status and role of the city as a central city of the nation have been significantly enhanced. The Program of Development and Reform grants the status of a central city of the nation to Guangzhou, lifting the city's development to the level of a national strategy; as a result, the city's development of substantial infrastructure facilities, such as airports, seaports, railway hubs, and information ports, has gained momentum. In 2010, Guangzhou Airport handled more than 40 million passengers, becoming one of the world's top 15 airports; the Port of Guangzhou handled more than 400 million tons of cargos and 12 million TEUs, becoming one of the world's top six ports; and the total length of the city's expressways and operating metro lines reached 537 kilometers and 236 kilometers, respectively. The city's comprehensive service capabilities have significantly improved and its development facilitation capacity has expanded substantially.

Over the past five years, the city has been given a facelift, and its profile has been boosted. We introduced a series of initiatives and carried out a citywide comprehensive environmental remediation. As a result, the city earned the title of a "National Model City for Environmental Protection", "National Hygienic City", "National Garden City", and "National Wooded City", and won the Award for Water Environment Enhancement of the World Water Resources Forum and the International Award for Sustainable Transport. The city has attained the goal of "making the sky bluer, water clearer, traffic smoother, houses more aesthetic, and the city more beautiful", and has won extensive recognition from residents and compliments from domestic and overseas visitors.

Over the past five years, we have made markedly greater efforts to emancipate minds, press ahead with reform and opening-up, and pursue innovations. By conducting a new round of debates on the emancipation of minds and by delving into the Scientific Development Concepts, we have further unleashed and expanded productive force. We have also made substantial headway in the reform and restructuring of local financial institutions and in the reform of the city's construction investment and financing system. Moreover, we have achieved breakthroughs in reforms in priority fields such as social administration and cultural systems. In 2010, city-affiliated state-owned enterprises had assets in excess of 700 billion yuan, more than double the amount in 2005; the private sector accounted for 38.25 percent of the city's GDP; and imports and exports surged past 100 billion US dollars. The city's capacity to take part in international competition has been further strengthened.

Over the past five years, Guangzhou's social undertakes have progressed across the board, and the living standards of residents have significantly improved. In the 11th Five-Year Plan Period, we allocated 253.93 billion yuan, 2.35 times the amount in the 10th Five-Year Plan Period, from financial revenues to support public livelihood enhancement projects and social undertakings. A total of 3.416 million jobs were created, and the number of urban and rural residents covered by the "five insurances" and the amounts for pensions provided for retired workers increased more then 200 percent from 2005; and 80,700 government-subsidies apartments were built, improving the living conditions of more than 240,000 urban residents. In 2010, the average urban resident's disposable income reached 30,658 yuan, and the average rural resident's net income rose to 12,676 yuan, representing a rise of 5,658 yuan and 2,876 yuan over the targets set in the 11th Five-Year Plan and an increase of 67.6 percent and 79 percent from 2005, respectively.

Over the past five years, we have fulfilled the following major tasks:

(I) Building a Modern System of Industries Centered on Economic Services

In a bid to minimize the impact on the impact of the international financial crisis on the city, we introduced a series of policies and measures to build a modern system of industries and speed up the transformation of the mode of development. We also pressed ahead with the "Three Promotions and One Maintenance" initiative, and set out to build a modern system of industries centered on economic services, dominated by modern industries, and integrating high-tech and advanced manufacturing industries. At the end of the 11th Five-Year Plan Period, agriculture, industry and service accounted for 1.8 percent, 37.2 percent and 61 percent of the city's economy, respectively, compared with 2.5 percent, 39.7 percent and 57.8 percent at the end of the 10th Five-Year Plan Period, respectively. Over the five-year period, we embarked upon a large number of high-end industrial projects, and commenced the construction of 141 substantial projects with investment totaling 340.1 billion yuan, 2.8 times that amount in the 10th Five-Year Plan Period. We also strengthened our strategic partnership with enterprises under the Central Government and large-scale domestic enterprises. These enterprises launched investment projects worth more than 300 billion yuan in Guangzhou, strongly boosting the optimization and upgrading of the structure of industries in the city. The leading role of the service sector in the economy has also significantly improved. In 2010, Guangzhou's tertiary sector recorded an added value of 646.479 billion yuan, up 13.2 percent year-on-year and 196 percent from 2005, contributing 61.2 percent of the economic growth. More progress has been made in the efforts to establish Guangzhou as a regional financial center. In 2010, another 15 financial institutions opened for business in Guangzhou, bringing the total number of financial institutions in the city to 191, 71 more than the number in 2005. The financial industry registered an added value of 61.554 billion yuan, 3.09 times the amount in 2005. The modern commerce and trade industries have also surged forward. In 2010, consumer retails in the city amounted to 447.638 billion yuan and commodity sales totaled 2.120427 trillion yuan, representing an increase of 130 percent and 190 percent from 2005, respectively. As a result, Guangzhou topped the Forbes list of the best commercial cities in mainland China in 2010. The influence of the China Import and Export Fair, the Guangzhou Fair and many other conventions and exhibitions in the city has steadily expanded, the growth of the modern logistics industry has quickened, and culture and its related industries have become new areas of economic growth. In 2010, these industries recorded an added value of 84.345 billion yuan, up 13.6 percent year-on-year. The efforts to build a tourism system and develop new tourist products have produced significant results. In 2010, Guangzhou recorded 127 million tourist arrivals, 135 percent more than 2005, and tourism revenue exceeded 100 billion yuan, 201 percent more than 2005. The advanced manufacturing industries for automobiles, ships, petrochemicals and nuclear power equipment have constantly developed and have become increasingly capital-, technology- and talent-intensive. In 2010, the city's industrial enterprises above the designated scale posted a combined total output value of 1.472147 trillion yuan, up 17.6 percent year-on-year and 213 percent from 2005, and they reported combined total profits of 97.025 billion yuan, surging 240 percent from 2005. In 2010, Guangzhou's automobile industry produced 1.3584 million vehicles, and the city's automakers above the designated scale registered a total output value of 287.844 billion yuan, an increase of 230 percent and 220 percent from 2005. The unveiling of "Trumpchi", China's first indigenous sedan brand, the launch of a mammoth tanker with a gross deadweight tonnage of 308,000 tons, and the successful development of China's first domestically-made mega-kilowatt nuclear power pressure vessel, signify fresh breakthroughs in indigenous research and development and industrial manufacturing capacity in Guangzhou. The city's indigenous innovation capacity has steadily expanded and its high-tech industries have grown by leaps and bounds. In 2010, Guangzhou's R&D expenditures accounted for an estimated 2.4% of the city's GDP, up 0.75 percentage points from 2005, and the number patents applied for and awarded exceeded 20,000 and 15,000 respectively, an increase of 88.8% and 163.6% from 2005 respectively. The city's high-tech enterprises above the designated scale accounted for 38.5% of the city's total industrial output value, 8.5 percentage points higher than the target set in the 11th Five-Year Plan and 10.1 percentage points higher than in 2005. Strong support has been afforded to the private sector to speed up its growth. In 2010, the city's private sector registered a total added value of 405.605 billion yuan, up 13.5% year-on-year. Efforts to phase out industrial enterprises to make room for service businesses, as well as endeavors to move labor-intensive enterprises to less developed regions, have picked up as well. Since 2008, 5,699 industrial enterprises and projects have been shut down or relocated and 175 enterprises have moved to sites outside of the city, and backward capacity totaling 14.25 million tons has been eliminated. Guangzhou has ranked first in provincial authorities' evaluation of the cities' efforts to relocate labor-intensive enterprises to less developed regions and to facilitate the flow of surplus labor in mountainous regions to industrial parks. Guangzhou's efforts to conserve energy and reduce emissions have also delivered significant results. It's estimated that during the 11th Five-Year Plan Period, energy consumption per 10,000 yuan of GDP has dropped by 20.4%, and energy consumption by industrial enterprises above the designated scale has decreased by 39.3%. The discharge of sulfur dioxide and chemical oxygen demand has dropped from 149,000 tons and 137,000 tons to 85,000 tons and 110,000 tons, respectively, over-fulfilling the emission reduction targets set in the 11th Five-Year Plan.

(II) Pooling All Resources of the City to Host the Asian Games and Asian Para Games

After winning the bid to host the Asian Games and Asian Para Games, we set out to make intensive and elaborate preparations in strict accordance with the arrangements and instructions of the Central Government and the Provincial Government. We worked around the clock and made steady progress. In 2010, the preparations wrapped up, and first-class organizing and command, first-class stadiums and facilities, a first-class city environment, first-class services, first-class security measures, and first-class public mores are in place for the games. With the hard work of all people involved, the preparations for the games turned to be a huge success. First, the opening and closing ceremonies of the Asian Games wowed audiences worldwide; the creative ceremonies were staged on a grand scale on the Pearl River with the city in the background. The opening and closing ceremonies of the Asian Para Games were staged with a stress on philanthropy and self-strengthening and demonstrated Guangzhou's spirits of compassion and harmony. Second, the games proceeded smoothly. The command center of the Asian Games and all of its work teams operated with high efficiency, and all game events proceeded in an orderly manner, making the games a resounding success. Third, high-efficiency service and logistical support were provided for the games. Elaborate arrangements were made for reception, accommodation, transportation, telecommunication, power supply, food safety, medical service, and religious rites; thus, not a single safety, food or reception accident occurred, no complaint relating to reception service was received, and not a single act of negligence occurred in logistical support. Fourth, no security accident occurred either, thanks to the hard work of more than 50,000 soldiers, over 30,000 policemen, nearly 10,000 reserve militia, and more than 800,000 cadres and ordinary people. Throughout the games, law and order were maintained, and the goal of "safe Asian Games" was achieved. Fifth, social harmony and public enthusiasm were maintained. National, provincial and municipal mainstream media outlets played a leading role in mobilizing public support for the games, and they provided comprehensive coverage of the games. The public demonstrated civility, devotion to etiquettes, solidarity and hospitality throughout the games. In particular, the 585,000 volunteers contributed significantly to the games under the vision of "Together, We Can Make it Better", demonstrating Guangzhou people's unprecedented passion for the games. Guangzhou's successful hosting of the two sports extravaganzas is a remarkable accomplishment for the nation and the people, as well as a rich item of physical heritage and a precious spiritual asset; it has far-reaching implications for the city's reform and opening-up campaign and modernization drive, and will go down in history.

(III) Giving the City a Complete Facelift

First, we strengthened the leadership and control of urban planning. In line with the urban development strategy of "southward expansion, northward optimization, eastward advancement, westward alliance, and central adjustment", we further improved overall urban planning and overall land utilization planning, guided urban construction and development, optimized balanced regional development, and put all of the city's ten districts under planning control. We also took steps to improve the city's transport network, protect the urban and rural ecological environment, and intensify urban renewal and the preservation of old towns. Moreover, we pressed on the development of Zhujiang New Town, the Asian Games New Town, Baiyun New Town, and Luogang New Town; as a result, the urban space layout featuring multiple centers and components and forming a complete network continued to take shape, earning the city an international award for best practice. Second, we intensified infrastructure development. During the 11th Five-Year Plan Period, Guangzhou pumped 213.3 billion yuan into the development of transport infrastructure. Construction of the second phase of the Baiyun International Airport and the second and third phases of the Nansha Port Area has stepped up, the South Guangzhou Railway Station has been completed and put into service, and 177 kilometers of metro lines, 210 kilometers of expressways, and 609 kilometers of urban roads have been added. Furthermore, a number of landmark buildings, including the Baiyun International Conference Center, have been completed, and municipal facilities for power, electricity and gas supply have been constantly improved. Third, we pressed ahead with comprehensive urban environmental improvement. To achieve a substantial improvement of the water environment, the air environment, the living environment and the traffic environment and to improve infrastructure accessibility, we launched a large-scale comprehensive urban environmental improvement, built 1,094 kilometers of new sewage interception pipelines, 38 new sewage treatment plants, and expanded the city's daily sewage treatment capacity by 2.3658 million tons. As a result, the central treatment rate of household swage has risen to 85% citywide and 90% in the city center. Moreover, we embarked upon a comprehensive remediation of 121 riverlets, and built two artificial lakes at Baiyun and Haizhu. The water quality of the main riverlets and the Pearl River continues to improve. In addition, 227 streets prone to flooding were renovated, and the urban drainage system was further enhanced. We have adopted an "iron fist" approach to tackle pollution and strictly enforce the "50 clauses in air cleanup" and the "new 31 clauses". We focused on tackling seven types of pollutant sources, including industrial enterprises, pushed public buses and taxis to switch to clean energy, imposed a ban on motorcycles in the city center, and introduced movement restrictions on yellow-label vehicles. In 2010, the city's good air quality rate rose to 97.81%, up by 6.85 percentage points from 2005 and exceeding Level II national standards for five consecutive years. We also made strong efforts to improve the living environment. We renovated and upgraded 177 municipal roads with a total length of 483.63 kilometers and enhanced 31,190 buildings with a gross floor area of more than 36 million square meters. At 160 residential communities, works were carried out to provide separate drainage of rainwater and wastewater. We also promoted greening and landscaping, raising the green coverage rate of built-up areas to 40.15%. "Three Olds" renovation also picked up and strong measures were taken to improve the transport environment. In 2010, the number of optimized or newly opened bus routes reached 165, and a 22.9-kilometer-long trial section of the Bus Rapid Transit (BRT) system was completed and put into operation, easing traffic congestions. We also stepped up efforts to build wheelchair accessible facilities. The length of newly built or renovated pathways for the blind totaled 1,129.34 kilometers, and the number of newly built ore renovated ramps hit 11,827. At 500 street crossings with traffic lights, audio signal devices for the blind were installed, and 961 wheelchair-accessible public buses and taxis were put into service. Moreover, 321 public toilets were renovated to make them wheelchair accessible. These painstaking efforts have given the city a facelift, and the goal of achieving a substantial improvement in the city's appearance has been fulfilled. Fourth, we took steps to fortify city administration. We straightened out the administrative systems at the city and district levels, relegated administrative authority, and improved the joint urban administration system by making the districts and sub-districts major administrative entities and introducing comprehensive rectification by multiple government departments. These efforts have allowed us to improve the standard of administration. Additionally, we launched a three-year "City Administration" initiative, and in preparation for the Asian Games, we toughened law enforcement, took strong action to tackle illegal construction, demolished 1.33 million square meters of illegal structures, and removed nearly 50,000 illegally installed billboards and signs. These efforts have enhanced the orderliness and neatness of the city. Moreover, we made vigorous efforts to rectify and regulate the market and economic order. The food and drug safety system has been further improved, and no serious food or drug safety accident has occurred over the past five years. Furthermore, we strengthened the management of migrant workers and rental housing, and further enhanced the public order protection system. As a result, public order has significantly improved. In 2010, the number of criminal offenses dropped by 10.3%, and safety at workplaces improved, with the number of accidents, deaths and injuries decreasing by 47.29% and 41.75% year-on-year, respectively.

(IV) Vigorous Efforts to Social Undertaking Aimed at Improving Public Livelihood

Guangzhou's cumulative financial expenditures on education in the 11th Five-Year Plan Period amounted to 10.78 billion yuan, 135.49% more than the 10th Five-Year Plan Period. All districts, county-level cities and the town in Guangzhou have been rated as "strong in education" by provincial authorities. Guangzhou has led the province in outcome of the National College Entrance Examinations for 21 straight, and the city's secondary vocational education and higher education are among the nation's best. We vigorously promoted cultural development and successfully hosted the Ninth China Art Festival and completed the construction of 20 substantial cultural facilities, including the Guangzhou Tower. In addition, we promoted the bid to establish Guangzhou as a "civilized city of the nation", and public civility was raised. The city's sports programs have also flourished; 95% of the residential communities in the city now have sports facilities, and more than 98% of the administrative villages now have at least a standard basketball court. Guangzhou athletes turned in impressive performance in major national and international competitions. And the Eighth National Names for Ethnic Minorities were successful held in Guangzhou. Guangzhou was the first city in mainland China to build a "specific equine disease-free zone". The city completed the task of assisting the reconstruction of the earthquake-devastated Weizhou Township in Wenchuan County. Its aid programs for Tibet and Xinjiang have steadily progressed, and its poverty reduction work has produced substantial results. In recognition of its enormous contribution, Guangzhou has been honored as a "model city for supporting the family members of servicemen and revolutionary martyrs" at the national level for six years in a row and at the provincial level for seven years on end. The city has also made substantial headway in birth control, administration of ethnic groups and religious affairs, women's and children's programs, assistance for people with disabilities, overseas Chinese affairs, Taiwan affairs, statistics programs, public involvement in governance, literature and history recording, maintenance of archives, meteorology, and civil defense. Over the past five years, we have consistently given highest priority to the assurance and improvement of public livelihood, and have introduced "66 public welfare measures" and "17 supplemental measures" to ensure that the public can fully enjoy the fruits of the reform and opening-up campaign. In 2010, Guangzhou's financial expenditures on public livelihood and public undertakings amounted to 31.726 billion yuan, accounting for 75% of the city's general budgetary expenditures. In 2010, ten major public welfare programs were completed. First, 970,000 more urban residents found jobs, exceeding the target of 200,000. Second, 2.25 million more residents were incorporated into the social security system, exceeding the year's target; the average monthly pension for enterprise retirees was raised to 2,229 yuan, and the average monthly pension for rural residents who settled down in the city was increased to 567 yuan. Third, the minimum living standard was raised again for both urban and rural residents, with the monthly subsidy for urban and rural resident reaching 398 yuan and 303 yuan, respectively. Fourth, the first phase of the city's Eighth People's Hospital, Center for Disease Control, and Women and Children Medical Center were completed and put into use; free hepatitis B vaccination was provided for 180,000 children under the age of 15; and 181,000 rural women were screened free of charge for breast and cervical cancers. Fifth, the West River water diversion project was completed on schedule, directly benefiting six million residents; and 100% of the city's drinking water sources met the relevant standards. Sixth, another 100 standard schools for compulsory education were added, bringing the percentage of such schools to 79.3%. Seven, 40,000 units of affordable housing with a combined gross floor area of 3 million square meters were completed, putting a decent roof over 68,300 low-income households, fulfilling 89% of the target. Eighth, a number of new urban roads were built, six bus terminuses were added, 1,907 old buses were replaced, 6,673 taxis and 4,312 buses were renovated, and 61,300 parking spaces were added, making it more convenient for local residents to move around. Ninth, 500 community exercising trails and venues were added, another 1,060 kilometers of greenway were completed, exceeding the 526-kilometer target set by provincial authorities. Tenth, procedures for 143 items of public and corporate service were moved online, surpassing the previously set target of 100.

(V) Intensifying Reform in Priority Areas and at Key Links

We have continued to deepen the reform of the city's economic system and promote the further reform of state-owned enterprises. The process of transforming state-owned enterprises into companies has largely been completed, corporate governance structure has steadily improved, and growth momentum has constantly increased. In 2010, city-affiliated state-owned enterprises recorded total profits of 21.725 billion yuan, an increase of 54.5% year-on-year. Seven investment conglomerates were formed, playing a leading role in the city's development and environmental rectification. City-affiliated financial institutions have made historical headway in reform and restructuring, and Guangzhou Bank and Guangzhou Rural Commercial Bank have completely resolved their chronic problems and started cross-region operations. The development and utilization of the capital market have advanced. In 2010, 12 more companies went public, bringing the total number of Guangzhou-based publicly traded companies to 70, 2.2 times the number in 2005. The pace of state-owned enterprises going public has accelerated. The total market capitalization of 21 publicly traded companies which were majority-owned by the state increased by 110 billion yuan or 100% over the previous year. The reform of the administrative system has deepened, and the new round of reform of government institutions has been completely. The number of operating departments and agencies of the municipal government has been reduced from 49 to 40. Administrative resources have been further consolidated, organizational structure optimized, and duties and responsibilities clarified. Moreover, a fresh round of the reform of the administrative review and approval system has commenced, and the number of the matters subject to administrative review and approval has reduced from 816 to 275. Over the past five years, administrative fees of 4.93 billion yuan have been waived for residents and enterprises. Furthermore, post management reform has commended at public institutions, and post management has been introduced to replace identity management for 145,000 workers at 3,579 public institutions. Guangzhou has also drawn upon Hong Kong's experiences to provide innovative community management services. The reform of the cultural system has also progressed, and breakthroughs have been achieved in the restructuring of commercial cultural entities and large-scale cultural groups.

(VI) Further Deepening Opening-up and Regional Cooperation

Guangzhou's foreign trade and economic cooperation have steadily grown. In 2010, the city's foreign trade totaled US$ 103.78 billion, up 35.3% year-on-year and 190% from 2005. Exports amounted to 48.38 billion dollars, up 29.3% year-on-year and 180% from 2005. Actualized foreign investment increased 5.3% year-on-year to US$ 4.081 billion, and the cumulative amount of foreign investment inflow of the past five years totaled US$ 18.196 billion, an increase of 43.6% over the 10th Five-Year Plan Period. And, 174 of the Fortune 500 companies have established a presence in Guangzhou. Regional growth integration has also accelerated, and the 83 major projects in the Guangzhou-Foshan integration initiative and the 37 main projects relating to the "Guangzhou-Foshan-Zhaoqing Economic Sphere" have been progressing smoothly. The Guangzhou-Foshan Metro Line, China's first intercity underground rail transportation system, has been completed and put into operation. Integration of public service in healthcare, telecommunication, finance, environmental protection and other areas has made substantial strides. Guangzhou has ranked first in the evaluation of the nine cities in the Pearl River Delta in the implementation of the Program of Development and Reform. Furthermore, Guangzhou has strengthened exchange and cooperation with Hong Kong, Macao and Taiwan in economy, trade, modern service, energy conservation, environmental protection and other areas. The State Council has approved the establishment the Nansha Bonded Port Area and the Baiyun Airport Integrated Bonded Area, and the provincial government has designated the Nansha Development Zone as a pioneering integrated demonstration zone for the implementation of the Closer Economic Partnership Arrangement (CEPA). Moreover, we sent a delegation to participate in the "Taiwan ¨C Guangzhou Week" events, further enhancing the economic, trade and cultural exchange and cooperation between Guangzhou and Taiwan. We have also made proactive outreaching efforts, and the number of international cities which have been paired up with Guangzhou has increased to 36. Furthermore, Guangzhou's executive chief has been reelected joint chairman of the United Cities and Local Governments (UCLG), boosting the city's international profile and global influence. The reelection has also reflected the world's recognition of Guangzhou and helped build a broader platform for the city to continue to take part in international exchange and cooperation. Thus, the city's "mega initiatives of foreign affairs" are taking hold.

(VII) Vigorously Promoting the Integrated Development of Urban and Rural Areas

We have strictly adhered to the principle of industry nurturing agriculture and the city supporting the countryside, and we have enacted a series of policies to strengthen agriculture, deliver greater to benefit farmers, and promote the development of agriculture and the rural areas. In 2010, Guangzhou's financial expenditure for agriculture amounted to 5.905 billion yuan, an increase of 12.78% year-on-year, and over the past five years, a cumulative total of 24.898 billion yuan has been pumped into agriculture, an increase of 130% over the 10th Five-Year Plan Period. Moreover, in 2010, a cumulative total of more than 1.5 billion yuan was allocated from government coffers at all levels in the city to support the extension of urban infrastructure to rural areas, and 1,142 administrative villages now have access to tap water, power and gas supply and telecommunication service. Furthermore, we have increased efforts to build water conservancy facilities, and the capacity to withstand natural disasters in urban and rural areas has significantly expanded. We have also made strong efforts improve farmers' production and living conditions. We have pressed ahead with the construction of infrastructure facilities and appearance enhancement in 1,100 villages, built 296 rural sewage treatment plants, and set out to transform 68 villages into rural ecological demonstration sites. In addition, we have accelerated the urbanization of rural areas by focusing on the development of central towns. Over the past five years, we have injected 5.5 billion yuan into this area, and advanced the development of infrastructure facilities in 17 central towns, thus significantly improving the central towns' population and industry clustering functions. We are the first city in Guangdong Province to launch a pilot program for the integrated urban and rural reform and a pilot program and to embark on pilot programs for the unification of urban and rural household registration systems and for the transfer of land contracting and operating rights. Additionally, we have endeavored to develop the urban-style modern agriculture and have completed the construction of approximately 1.46 million hectares of standard farmland and 0.15 million hectares of standard fish ponds; thus, specialty agriculture relating to vegetables, poultry, flowers and aquaculture has rapidly expanded. Moreover, we have expended strong efforts to build agricultural produce standardization systems and a quality and safety monitoring system. We have vigorously promoted the applications of science and technology in agriculture, and lent strong support to the growth of specialized rural cooperatives and leading agricultural enterprises; as a result, the integrated agricultural production capacity has expanded. In 2010, Guangzhou's total agricultural output value rose 3.5% year-on-year to 32.34 billion yuan. Furthermore, we have done everything possible to increase farmers' income. Over the past five years, we have provided training for 300,000 rural laborers and helped 320,000 rural laborers find jobs in the city. We have also taken steps to prosper the rural collective economy, facilitate the growth of countryside tourism, and expand income sources for farmers. In four of the past five years, farmers' income grew faster than urban residents', and the target of an average annual net income of 10,000 yuan for farmers has been fulfilled ahead of schedule.

(VIII) Vigorously Strengthening Democracy and Legal System and Government Building

We have earnestly implemented the resolutions of the Municipal People's Congress and its Standing Committee, submitted regular work reports to the Municipal People's Congress and the Municipal People's Political Consultative Conference, and conscientiously subjected ourselves to legal supervision, work supervision and democratic supervision. Over the past five years, we have processed 1,917 suggestions made by delegates to the Municipal People's Congress and 2,570 motions submitted by the Municipal People's Political Consultative Conference, with a response rate of 100%. We have vigorously promoted law-based administration, and over the past five years, we have draft 23 local ordinances, released 43 sets of government rules and regulations, and amended or abolished 73 sets of government rules and regulations. In 2010, we enacted 10 sets of rules and regulations in support of the Asian Games and the Asian Para Games, creating a favorable legal environment for the successful hosting of the games, and the municipal government was designated as a pilot institution for standardized document management by the Legal Affairs Office of the State Council. Our scientific, law-based and democratic policymaking mechanism has been further improved. We have also fortified the accountability system for administrative law enforcement and intensified accountability for officials. Moreover, we have actively promoted governance openness and e-governance development, and the quality of public services provided by the city's Administration Service Center has constantly improved. In addition, we have increased efforts to promote government cleanness and intensified monitoring, inspection, tracking and audit of preparatory work for the Asian Games. These efforts have resulted in savings of 1.03 billion yuan from the construction of the Asian Games Town and other facilities, and have allowed us to achieve the goal of "hosting clean and frugal Asian Games". Furthermore, we have significantly reduced meetings and documents, transformed the work style of government institutions, and further enhanced the efficiency of administration.

Dear Delegates, in the past five years, we experienced remarkable difficulties and faced serious challenges; yet, we pressed ahead against all odds and scored enormous achievements. Our accomplishments are hard won and our experiences are valuable. We are keenly aware that to promote scientific development in Guangzhou, we must take the following steps. First, we must seize the opportunity, create greater advantages, enhance our sense of urgency and responsibility and awareness of risk, have the courage to the forerunner, take initiative to meet challenges, and play a leading role in securing harmonious development. Second, we must sharpen our focus on transitional development, speed up structural adjustment, implement the "Three Promotions and One Maintenance" initiative, and strive for greater and faster economic growth. Third, we must ensure that our economic development is guided by science and education and driven by innovation, and we must enhance our indigenous innovation capacity and promote innovative development. Fourth, we must make greater efforts to optimize the environment, strengthen ecological enhancement, improve the city's quality, achieve a balance between socio-economic growth and population, resources and the environment, and promote green development. Fifth, we must continue to deepen our reform, expand our opening-up drive, take initiatives, strengthen system innovation, correctly handle the relationship between the government and the market, enhance the vitality of urban development, and constantly standard of the internationalization of our city. Sixth, we must give high priority to the improvement of public livelihood and welfare, provide innovative social management and service, ensure that all residents can enjoy the fruits of economic development, and constantly enhance public sense of happiness.

Distinguished delegates, our remarkable achievements over the past five years are attributable to the competent leadership of the CPC Central Committee, the State Council, the CPC Guangdong Provincial Committee, the Guangdong Provincial Government, and the CPC Guangzhou Municipal Committee. They should also be attributed to the robust supervision and support of the Municipal People's Congress and its Standing Committee and the Municipal People's Political Consultative Conference, as well as the hard work of our people. During the preparations for the Asian Games, our people demonstrated full understanding, overcame difficulties, provided full support, and were actively involved, making remarkable contributions to the games. Here, on behalf of the Guangzhou Municipal People's Government, I'd like to convey my deepest appreciation to our people, People's Liberation Army troops and Armed Police troops stationed in Guangzhou, all democratic parties, public organizations and people from all walks of life for their hard work! I'd also like to express my heartfelt gratitude to Hong Kong, Macao, Taiwan and overseas compatriots and international friends for their unfailing support for Guangzhou's modernization drive!

While affirming our achievements, we are also well aware that there are still many problems and weaknesses in our city's socio-economic development. The mode of our economic growth remains rough, the standard of our industries is not high enough, and in particular, our traditional industries still make up a large percentage of our economy, and our indigenous innovation capacity is not strong enough, our R&D spending continues to lag behind that of Beijing, Shanghai and Shenzhen, our R&D industrialization standard remains lows, the core competitive strengths of our industries are not adequate, and we still have a long way to go in structural adjustment, transformation, and upgrading. Moreover, the constraints of our resources and environment remain a thorny issue, and energy conservation and emission reduction remain a serious situation; competition among the cities is heating up, and there remain many challenges in our efforts to establish Guangzhou as a central city of the nation. The rapid expansion of our total population has posed new challenges to city administration, and the standard of scientific and intensive city administration has yet to be improved; rural and urban development remains unbalanced, and the supply of public services can barely meet the public's growing demand, and employment, social security, education, healthcare, housing and other public welfares have yet to be strengthened. There are deficiencies in government work, and greater efforts are needed to transform government functions and improve work style. We must face these issues squarely and take serious steps to resolve them.

II. Targets and Main Tasks for the 12th Five-Year Plan Period

The 12th Five-Year Plan Period is a crucial period of time during which the bid to establish Guangzhou as a central city of the nation will gain momentum and Guangzhou will speed up the transformation and upgrading and building a happy city. There are opportunities as well as challenges, and competition and cooperation. We must recognize the situation, raise our sense of urgency and awareness of risks, have the courage to emancipate minds, undertake bold reform and innovation, and take initiatives. We must also establish a global vision, introduce strategic thinking, recognize the importance of innovation, and elevate Guangzhou's development as a central city of the nation to a strategic height and make arrangements in the coordinates systems of the world's leading cities. We must seize all opportunities, take on challenges, press ahead against all odds, and carry out down-to-earth work to open up a new chapter in Guangzhou's scientific development.

The guidelines for Guangzhou's socio-economic development in the 12th Five-Year Plan Period are as follows: holding high the great banner of socialism with Chinese characteristics, adhering to Deng Xiaoping's theories and the important thoughts of the "Three Represents", thoroughly implementing the Scientific Development Concepts, comprehensively executing the Program of Development and Reform, maintaining scientific development as the main theme, accelerating the transformation of the mode of economic growth, focusing on the goal of establishing Guangzhou as a central city of the nation, placing a strategic emphasis on building Guangzhou into an international center for commerce and trade and into a leading global cultural city, tapping the driving force of deepening reforms, giving primary consideration to the assurance and improvement of public livelihood, taking full advantage of the positive follow-up effects of the Asian Games, accelerating transformation and upgrading and building a happy city according to the "scientific development and pioneering" requirements, comprehensively enhancing the city's core competitive strengths, cultural soft power and international influence, and pushing the development of Guangzhou as a modern international metropolis to a new height.

Major targets for Guangzhou's socio-economic development in the 12th Five-Year Plan Period: Substantial progress in the transformation of the mode of economic growth, sustained leading position among major Chinese cities in terms of comprehensive economic strengths, substantial progress in the enhancement of urban and rural livability, deepening reform and opening-up, comprehensive enhancement of social development, marked improvement of living standards and sense of happiness, and new height for the bid to establish Guangzhou as a central city of the nation. By 2015, the city's GDP is expected to rise to 1.8 trillion yuan, with an average annual growth of about 11%; in the 12th Five-Year Plan Period, the average urban resident's disposal income and the average rural resident's net annual income are projected to rise more than 10%. We will focus on "three substantial breakthroughs" and "comprehensive facilitation in five areas":

The "Three Substantial Breakthroughs": First, a substantial breakthrough will be achieved in the development of strategic infrastructure, including an international aviation hub, a hub seaport, a railway hub, inter-city rail transit, metro transport, a highway hub, energy security, and internationalized information hub harbor, which are expected to bolster Guangzhou's capacity to build a central city of the nation. Second, a substantial breakthrough will be obtained in dominant strategic industries. Funds will be pooled to support the development of the industries. We will strive to allocate 20 billion yuan in five years, with 4 billion yuan a year, from the municipal and district coffers, to provide strong funding support for the development of the city's dominant strategic industries, including  finance and insurance, commerce and trade conventions and exhibitions, modern logistics, creative cultural industries, information, automobile, petrochemicals, heavy-duty machinery, biotechnology and new materials, which are expected to enhance the core competitive strengths of the city's industries and sustain growth momentum. Third, a substantial breakthrough will be attained in the establishment of a strategic development platform. In line with the plan to build the city's eastern areas into a belt of high-tech industries, southern areas into a belt of high-end equipment manufacturing industries, central areas into a modern central business district and a belt of cultural industries, and northern areas into a belt of eco-economic industries, efforts will be focused on the development of the China-Singapore Knowledge City, Nansha New Zone, three national-class development zones, six major functional zones for the modern service industries, the areas on the southern section of the new central axis of the city, the airport economic zone, Tianhe Intelligent Town, Baietan area, Baiyun International Health Industry City, and other strategic development platforms. Each district and county-level city in Guangzhou will also be required to build two or three substantial industrial belts as new engines of economic growth.

"Comprehensive Facilitation in Five Areas": First, the development of the city as an international center for commerce and trade will be comprehensively facilitated. A modern industry system centered on the modern service industry will largely be completed, a world-class business environment will take shape, and commence and trade conventions and exhibitions, modern logistics, financial services, high-end commerce and other functions will be further enhanced, and an international center for commerce and trade with global influence will largely be in place. Second, the development of the city as a leading global cultural city will be comprehensively facilitated. The city's public cultural system and the competitiveness of the its cultural industry will be among the best in China, the standard of the education modernization will be continuously improved, and urban civilization and public civility will be substantially enhanced. Moreover, Lingnan culture will be further promoted, and international cultural exchange and cooperation will flourish, and an open, accommodating and diversified global cultural city will begin to take shape. Third, the development of Guangzhou as a national innovation center will be comprehensively facilitated. The clustering of innovation resources will speed up, the vitality of innovation entities will significantly increase, and the innovation service system will constantly improve and become a crucial strategic buttress for important national bases of strategic new industries and an innovative nation. Substantial progress is expected in reform and innovation, and systems and mechanisms in line with the scientific development of Guangzhou as a central city of the nation will largely be in place. Fourth, the development of Guangzhou as an integrated gateway will be comprehensively facilitated. A modern hub infrastructure system serving the country and linked to the world will be perfected, and the functions of Guangzhou as an international navigation center will be further strengthened. The city's internationalization level will be markedly raised, and the city will be built into the leading political, economic and cultural gateway in southern China. Fifth, the development of Guangzhou as the most livable city in Guangdong Province will be comprehensively facilitated. The standard of urban and rural planning, development and administration will be strongly enhanced, the quality of the ecological environment will be significantly improved, and a garden city will largely be in place. Moreover, employment service and social security will steadily increase, community and city administration will become more people-based and intensive, greater social harmony and stability will be achieved, urban and rural residents' incomes will grow at a faster pace, and integrated urban and rural development will be underway.

 III. Work Arrangements for 2011

This year marks the inaugural year of the 12th Five-Year Plan Period. We will follow the guidelines and overall deployments made at the tenth plenary meeting of the ninth CPC Guangzhou Municipal Committee for this year's work. We will maintain a sharp focus on scientific development and place strong emphasis on the transformation of the mode of economic growth; we will also transform the enormous spiritual assets from the Asian Games into driving force for faster economic growth. Moreover, we are committed to pooling the wisdom and power of all our people, enhance public enthusiasm and drive, push socio-economic development to a new height, and lay a solid foundation for the fulfillment of the targets specified in the 12th Five-Year Plan.

Major targets for Guangzhou's socio-economic development are as follows: a 11% increase in the city's GDP; a 10% increase in per capita GDP; a 10% increase in total fixed-asset investment; a 16% increase in total retail sales of consumer goods; a 10% increase in total export value; a 3% decrease in energy consumption per 10,000 yuan of GDP; a 1% and 2.5% decrease in emissions of sulfur dioxide and chemical oxygen demand, respectively; a 11% increase in the average urban resident's disposable income; a 12% increase in the average rural resident's net income;  rise of consumer prices capped at about 4%; registered urban unemployment rate capped at 3.5%; and natural population growth rate capped at 0.62%.

To fulfill these targets, we will maintain emphasis on the following six areas: transformation and upgrading, indigenous innovation, public welfare, integrated urban and rural planning, reform and innovation, and opening-up and cooperation. And, we will focus on the following eight tasks:

(I) To promote balanced growth of internal and external demand and ensure Guangzhou ranks among the top cities in terms of economic strengths

We will strengthen the stimulatory effects of the priority projects. With a focus on structural optimization and efficiency improvement, we will vigorously promote the construction of 101 priority projects; in particular, we will ensure that the 60 ultra-large projects with an investment of more than 2 billion yuan exert stimulatory effects. We plan to pump 82.6 billion yuan into the priority projects this year, which are expected to attract social funds of approximately 360 billion yuan. Moreover, we will continue to stimulate private enterprises' enthusiasm for investment, facilitate the development of 100 private investment projects, and steer private funds to urban infrastructure, modern industries, utilities and other sectors. Furthermore, we will strengthen the management of priority management and ensure the projects are completed, start operations and produce results as early as possible.

We will increase efforts to attract investment and facilitate investment. Considering the strong stimulatory effects of mega projects on economic growth, we will identify and bring substantial projects to the city, and actively conduct business promotion and investment attraction campaigns targeting at large-scale enterprises under the Central Government, the nation's top 500 private enterprises, and the world's top 500 enterprises. We also plan to launch a series of investment promotion events under the theme of "new Guangzhou, new business opportunities". We will launch dedicated promotion campaigns for investment in science and technology. Preference will be given to projects in the dominant strategic industries which have large financial input, sophisticated technology, a long production chain and strong stimulatory effects and which conform to the city's direction of industry development. In particular, strong efforts will be made to encourage multinational companies, enterprises under the Central Government, and leading companies in the industries as well as corporate headquarters to invest in Guangzhou. In this way, we will be able to build a favorable development mechanism under which project construction, operation and planning will take place simultaneously, and growth momentum will be sustained.

We will enhance the driving effects of consumption, encourage employment and entrepreneurial activities in various forms, expand the income of urban and rural residents through various channels, and enhance residents' purchasing power. We will set out to build a number of world-class high-end clusters of commerce and trade facilities, including Baiyun New Town. To further improve and optimize the consumer environment, we will build a number of community shopping establishments and ensure that such an establishment is within 10 minutes' walk for any resident. Moreover, we will build or upgrade clusters of food outlets, including Guangzhou Delicacy Restaurant, to enhance the city's reputation as a gourmet paradise. Furthermore, we will facilitate the distribution of local goods in northern and western China and the marketing of home appliances in the countryside, thereby growing the urban and rural consumer markets. We will also make active efforts to develop post-Asian Games tourism products, build new tourism brands, and attract more domestic and overseas tourists to the city.

We will actively utilize and develop the capital market, seize opportunities, consolidate resources, and promote the development of the regional financial center. Moreover, we will tap the amplifying functions and fission effects of the capital market to facilitate faster economic growth. We will also build a "green channel" for enterprises to go global, press on with the "Double Hundred Project" for listed companies, and strive to add another 15 listed enterprises this year. Furthermore, we will broaden the financing channels for enterprises, speed up the development of the bond market, vigorously grow the equity investment market, and strive to make the Guangzhou High-tech Zone a pilot project for the national commissioned stock transfer system. In addition, we will speed up the development of the Guangzhou Property Rights Trading Market, promote the international cooperation of the Guangzhou Exchange Group, and actively create conditions for the reopening of the Guangzhou Futures Exchange.

We will maintain the balance between imports and exports and sustain the growth of foreign investment. We will also introduce an innovative mode of foreign trade growth, endeavor to consolidate the traditional market, and steadily tap into emerging markets. In addition, we will further optimize the structure of export products and encourage manufacturers to export more products of indigenous brands and with high added value. Furthermore, we will increase efforts to foster homegrown multinational companies and encourage eligible enterprises to "go global", tap into the foreign trade market, and make investments abroad. We will also make strong efforts to promote the transformation and upgrading of processing trade, grow service trade, and enhance the standard of service outsourcing. The development of the Nansha Bonded Port Area and the Baiyun Airport Integrated Bonded Area will be stepped up, and the standard of economic internationalization will be enhanced across the board.

(II) To promote economic restructuring and upgrading by developing and growing core industries

We will strengthen and expand the core industries, and we will exploit the favorable conditions and avoid the unfavorable ones and tap our advantages to build a number of core enterprises and enhance the core competitive strengths of the industries. We plan to execute the "Double Hundred Project" and concentrate our advantageous resources to support the development of 100 priority projects with comparative advantages in the industry. Besides, we will vigorously grow the modern service industry, focus on the development of the financial headquarters economy, cultivate leading mega commercial and trade enterprises, enhance the development standard the convention and exhibition industry, and promote the rapid development of the logistics industry. Moreover, we will accelerate the development of automobiles of indigenous brands and build a number of manufacturing bases for high-end machine tools, rail transport, shipbuilding, nuclear power equipment, power transmission equipment, and other major complete sets of technical equipment. Furthermore, we will press ahead with a number of substantial industrial projects relating to Generation 8.5 LCD flat-panel monitors and high-power and high-brightness light-emitting chips, as well as New Shoreline Company's CPU industrialization base, the South China New Drug Innovation and Development Center, and new industrial gelatin manufacturing base. Through three to five years of hard work, we will build clusters of core industries which have distinctive characteristics and system integrity and which are environmental friendly, widely recognized, and internationally competitive.

We will cultivate and develop strategic new industries and allocate 2 billion yuan from municipal coffers to support their growth, enhance their core competitive strengths, and boost their capacity for sustainable development. We will also vigorously develop the new generation of information technology, biological engineering technology, new materials, alternative-energy vehicles, alternative energy, energy conservation, environmental protection, the marine industry, and other emerging strategic industries. Moreover, we will build a number of national-class bases for emerging strategic industries so as to seize economic and high-tech vantage points. We will take advantage of Guangzhou's designation as a national pilot city for energy conservation and alternative-energy vehicles and Guangzhou's a launch of a national pilot low-carbon program, speed up the development of electric and hybrid vehicles, accelerate the growth of nuclear power, wind power, solar power, biomass energy, semiconductor lighting and environmental protection equipment industries, and build a number of industrial clusters for LED semiconductor lighting. Furthermore, we will strive to build Guangzhou into a software center of the nation, and apply to national authorities for establishing a national integrated demonstration zone for the development of the marine economy.

We will strengthen the development of the private sector. For five consecutive years from this year, we will allocate 100 million yuan a year from the city's financial revenues to reward private enterprises with outstanding contributions. We will also launch a number of programs to facilitate private enterprises to go public and to promote the growth of SMEs, thereby easing the funding difficulty of private enterprises. Moreover, we will issue a guiding catalogue listing industries open to private investment, lower the entry threshold for private capital, facilitate the expansion of the Guangzhou Private Science and Technology Park, and speed up the park's development into a national-class demonstration site for private science and technology. Furthermore, we will facilitate the transformation and upgrading of specialized industrial towns, step up efforts to build a number of large-scale enterprise ranking among the province's top 100, and promote the development and growth of the private sector.

We will speed up the "dual transfer" and efforts to "phase out the secondary industry and phase in the tertiary industry". We will also take advantage of the favorable policy and opportunity for the "Three Olds" renovation, intensify the "dual transfer" of industries and labor, and launch the second and third phase of the relocation of enterprises in the secondary industry. Moreover, we will accelerate efforts to eliminate backward production capacity and guide, standardize and enhance the growth of the small factories, workshops, stores, markets and eateries, and provide greater space for the growth of the high-end industries.

We will continue to promote energy conservation and emission reduction and vigorously develop the cyclic economy, accelerate the adjustment of energy structure, and improve the comprehensive utilization rate of resources. We will also speed up the upgrading and renovation of sanitation facilities and house garbage sorting and collection. Moreover, we will press ahead with the construction of the second garbage-burning plat at Likeng and the renewable solid resource center project, and reduce the generation of solid industrial waste, electronic waste, and household garbage, convert such waste into resources, and render it harmless. Government institutions will take the lead in implementing low-carbon green office practices, and low-carbon publicity campaigns will be launched to encourage the public to opt for low-carbon lifestyles and green consumption, thereby transforming Guangzhou into a low-carbon city.

(III) To fully tap the advantages of concentrated innovation resources and accelerate the establishment of a national innovation-oriented city

We will improve the indigenous innovation system, formulate an action plan for building a national innovation-oriented city, accelerate the establishment of a technological innovation system, take advantage of resources of universities and research institutions to build public technology platforms, carry out research on the innovation of core technologies and key technologies, and put economic growth on track to innovation. We will also tap the stimulating effects of public financial revenues and increase spending on R&D. In addition, we will strengthen our efforts to build an intermediary science and technology service system, and facilitate the commercialization of scientific and technological innovation achievements. Moreover, we will formulate strategic plans for intellectual property rights and increase efforts to foster the creation of proprietary intellectual properties, such as patents, trademarks and copyrights. Furthermore, we will speed up the industrialization of patented technologies and foster a number of enterprise brands with proprietary intellectual properties, strong competitiveness, and significant influence. A number of highly-competitive enterprises will be given support in obtaining international quality certification, environmental management system certification and industry certification and in formulating technical standards.

We will strengthen the dominant position of enterprises in innovation, implement the innovative enterprise demonstration project, and facilitate the flow of innovation resources into enterprises. We will also encourage large-scale enterprises to increase R&D spending, helps SMEs unleash their innovation potential, foster a number of   innovative enterprises with strong stimulatory effects, and build clusters of high-tech industries with innovative enterprises as the leading force. Moreover, we will provide support for large and medium-sized enterprises to establish R&D organizations and encourage qualified enterprises to expand international exchange and cooperation and to improve their technological innovation capabilities.

We will foster a concentration of international talent and launch the "10,000 Overseas Professionals Clustering Project" and the "100 Innovation Leaders Plan"; we will also take full advantage of the platform provided by the Guangzhou Convention of Overseas Chinese Scholars in Science and Technology, and improve and implement the relevant preferential policies, constantly optimize  the talent development environment, and nurture pioneering science and technology innovators, innovation entrepreneurs, innovation teams, and highly skilled personnel, thereby ensuring adequate human resources for Guangzhou's development.

(IV) To vigorously strengthen urban planning, development and administration and constantly enhance the functions of a central city of the nation

We will optimize and enhance urban planning and accelerate the formulation of The Master Urban Plan for Guangzhou (2010-2012). In line with Guagnzhou's positioning as a central city of the nation, we will further optimize the layout of urban space, promote the switch of the urban spatial layout from outward expansion to content optimization, and speed up the formation of an urban spatial layout in which the population, industries, resources and the environment are in harmony with one another. We also plan to build "one central axis, two new urban towns, and three district centers". The new central axis of the city will be developed into the city's high-quality core belt, and the clustering of business finance, commerce and trade conventions and exhibitions, administrative services, sightseeing functions and other high-end modern service elements will be stepped up. The eastern new town, set on enchanting landscapes, will become eastern Guangzhou's innovation center and integrated core town on the strength of the China-Singapore Knowledge City, the Science City and Zengcheng Development Zone. The Nansha New Town will be built into a highly livable and business-friendly modern coastal town on the strength of Nansha Port. Xinhua of Huadu, Li Cheng of Zengcheng, and Jiekou of Conghua will be built into modern new towns with integrated urban and rural development.

We will promote urban infrastructure development. Specially, we will speed up the construction of the third runway, second terminal building and the intermodal transfer hub at the Baiyun International Airport, and build a multifunctional air logistics center and airport business center. Moreover, we will step up the construction of the third phase of the outward navigational channel at Guangzhou Port, grains and general merchandise wharfs at Nansha, and the third phase of the Nansha Container Terminal, and port railways at Nansha and Huangpu, which will help improve the port's functions. Furthermore, we will provide active support and assistance for national and provincial authorities to speed up the construction of the high-speed rail links between Guangzhou and Guizhou, Nanning, Shenzhen and Hong Kong. We will also step up the construction of the Guangzhou segment of the inter-city rail links between Guangzhou and Dongguan, Shenzhen and Foshan. In addition, we will press ahead with the construction of Metro Lines 6, 7 and 9 and the light rail link between Guangzhou and Conghua, and complete the construction of the Guangzhou section of the expressway between Guangzhou and Heyuan and the riverside expressway between Guangzhou and Shenzhen. Construction of public fire protection facilities will also be efficiently managed.

We will consolidate the results of comprehensive remediation of the urban environment. In accordance with the "consolidate, optimize and improve" principle, we will promote the comprehensive improvement of the post-Asian Games urban environment, and strengthen the management of the water environment and water facilities, improve the sewage treatment system, and raise the sewage treatment rate. We will also embark upon a comprehensive remediation of the Pearl River and carry out riverlet ecological restoration projects, and build a clean water system conducive to sustainable urban development. We will continue the remediation of the air environment, promote clean production, expand nitrogen reduction and denitrification programs, and encourage enterprises to implement centralized heating or switch to clean energy. We will intensify motor vehicle pollution control, fully enforce the National IV Standards, and accelerate efforts to phase out yellow-label vehicles. In addition, we will implement the "Quiet Project" and tighten the monitoring of noise from traffic, construction sites and catering establishments. We will strive for the support of national and provincial governments and join hands with neighboring cities to build a long-term mechanism to prevent pollution of the regional atmospheric environment and water environment. We will also consolidate "facade finishing", move utility pipelines underground, and build separate rainwater and wastewater drainage systems, thereby enhancing the living environment. Besides, we will press on with the "green landscape" project, enhance gardening and landscaping standard, and build a "garden city". Moreover, we will build and enhance the ecological compensation mechanism and establish an integrated urban and rural woodland system. Furthermore, we will continue to promote intensive utilization of land, limit the amount of land devoted to development purposes, and prosecute illegal land use. We will also continue to promote the "Three Olds" renovation, and complete at least 10 square kilometers of such land.

We will strengthen scientific and intensive city administration. In order to build a long-term mechanism for post-Asian Games city administration, we will further improve the city administration structure characterized by "two levels of government, three tiers of management, and four levels of network". We will also enhance the rapid response system for city administration and standardize integrated law enforcement acts in city administration, promote the switch of the focus of city administration from ridding the city of dirtiness, chaos and shoddiness to optimizing and beautifying the city, and build a scientific, intensive and permanent city administration system step by step. Moreover, we will increase efforts to remove illegal structures, and prosecute unlicensed "dirt trucks" causing spill pollution. Furthermore, we will regulate the market economic order and intensify safety supervision for food and drugs. We will also tighten management of rental housing and standardize management services for the migrant population. In addition, we will perform integrated management of public order, improve crime prevention system, crack down on criminal offenses, intensity production safety, and forestall serious safety accidents.

We will enhance the standard of information technology applications, accelerate the development of urban information infrastructure, further improve the public information service system, and increase the digitization and intelligence of economic and social management and services. We will also set out to promote the next generation of communication networks, optical fiber connections for households, "integration of three networks", and applications of technologies relating to the Internet of Things. In addition, we will launch the super computer center project, carry out the "Sky Cloud Plan", build an international cloud computing center, and promote the application and industrialization of cloud computing technology. Moreover, we will continue to build a "wireless city" and provide free wireless broadband Internet access services at the City Administrative Service Center, certain municipal-level public service institutions, certain residential communities, shopping establishments, parks, tourist attractions, libraries, job markets, hospital waiting halls, the Baiyun Airport terminal buildings. More government services will be moved online, and the government's online service standard will be improved. Furthermore, we will promote intelligent transportation, intelligent power grids, intelligent urban management, intelligent homes, Nansha Intelligent Island, Huangpu Intelligent Harbor, and other pilot projects, thereby speeding up the establishment of Guangzhou as an intelligent city.

(V) To further promote pilot programs and enhance growth momentum

We will deepen the reform of the administrative system, promote the relegation of authority by streamlining the administrative procedures of counties, towns and districts, move the focus of management to the grassroots level, and give full play to the role of the districts and county-level cities. We will also deepen the mega-sector reform and promote the reform of public institutions by category. Moreover, we will introduce an innovative development mode in the Guangzhou Development Zone and carry out the pilot program of the integrated urban and rural reform in Zengcheng.

We will intensify efforts to reform state-owned enterprises, continue to promote the transformation of state-owned enterprises into joint-stock companies, speed up the IPO process of state-owned enterprises, and strive for a minimum 30% increase in the capitalization of listed companies majority-owned by the state. Besides, we will improve the corporate governance structure, regulate the establishment of boards of directors, improve the system for selecting and appointing enterprise leaders, and build a long-term incentive system and performance evaluation mechanism. In addition, we will introduce innovative supervisory measures for state-owned assets, and facilitate the flow of state-owned capital into priority industries, key areas, high-end links and competitive enterprises. Furthermore, we will encourage competitive enterprises to carry out cross-regional, cross-sectoral and cross-ownership restructuring, accelerate the development of a number of large-scale enterprise groups with annual sales of more than 50 billion, and promote the optimization of the layout of state-owned economy and the upgrading of industry structure in the city.

We will form the community management service system. In collaboration with the National School of Administration, we will carry out research on innovative community management and cultural management. And we will launch pilot programs at selected neighborhoods for community service management system reform, and strengthen and improve community management services. Moreover, we will consolidate manpower at sub-district organizations, optimize the grassroots management structure, and improve public service capabilities. In addition, we will ensure that each residential community has a community service center, a community healthcare service organization, a small park, a public recreation venue, and a community security surveillance center. These facilities will provide prompt high-quality services for local residents. We will build and improve the system for the government to procure public services from social organizations, regulate the development of social organizations, strengthen team building for social work personnel, and build a new social management system in which the government and social organizations complement and coordinate with each other.

We will expand regional cooperation, speed up the development of the integrated demonstration zone for CEPA at Nansha, and expand exchanges and cooperation with Hong Kong and Macao in economy, trade, science, education and culture. we will conscientiously implement the four-year grand development scheme in the Program of Development and Reform, continue to promote the integration of Guangzhou and Foshan and the establishment of the Guangzhou, Foshan and Zhaoqing Economic Sphere, provided unified planning for the development of transport, water, information and energy security infrastructure, carry out integration experiments in selected collaborating areas. Moreover, we will step up efforts to enhance the standard of environmental protection, the transfer of industries, and industry collaboration, ensure Guangzhou's leading role in the the development of the Pearl River Delta, and continue to provide aids for Xinjiang and Tibet.

We will increase the breadth and depth of international exchange, take full advantage of Guangzhou's status as the joint-chair city of the UCLG and the organization's vast membership network and extensive global platform to strengthen exchanges and cooperation with cities around the world, forge sister-city relations with more international cities, and constantly enhance Guangzhou's internationalization standard and expand its international name recognition.

(VI) To vigorously unifying urban and rural development and to further enhance rural development

We will speed up the extension of urban infrastructure to rural areas, unify the allocation of resources to urban and rural areas, and speed up construction of rural housing, sewage treatment plants, road networks, power supply networks, waste collection and treatment systems, and other major facilities, so that an infrastructure network covering all villages and households and linking up urban and rural areas will be in place. Moreover, we will continue to build a number of renowned villages and towns, improve the rural living environment, and launch sanitation and cleanness campaigns at the villages and comprehensive environmental improvement in neighboring areas, which are expected to ensure cleanness and full access to utilities. These efforts will contribute to building new socialist countryside.

We will vigorously develop rural public utilities, increase financial expenditures for rural areas, strengthen rural social security, and raise the minimum living standard of rural areas, and ensure all elderly rural residents are covered by endowment insurance. Moreover, we will set out to improve the basic rural healthcare system for rural residents, and strengthen the construction of cultural infrastructure in rural areas to provide farmers with a wider ranger of cultural products. Furthermore, we will promote the extension of high-quality urban public resources to towns and villages and ensure the balance development of public services in urban and rural areas.

We will facilitate the development of urban-style modern agriculture, increase water conservancy infrastructure, and vigorously develop facility agriculture. We will also continue to promote sizable organized agricultural operation and step up the regulation of professional farmers' cooperatives. Moreover, we will step up efforts to build large-scale standardized, specialized production bases, and strive to establish national- or provincial-class modern agricultural parks. We will also complete the reform of the ownership rights of collectively owned woodlands. Furthermore, we will consolidate and enhance large-scale wholesale markets and develop agricultural produce distribution and chain operations. In addition, we will enhance the quality assurance system for agricultural produce, promote standardization of agricultural production, efficiently manage the "Vegetable Basket" project, and build vegetable growth bases covering an area of about 667 hectares. We will also promote the advancement of agricultural science and technology to improve the standard of agricultural modernization.

We will expand channels for farmers to increase their income. Employment training will be provided for the farmers to enhance the job skills and innovation capabilities. Employment guidance and services will be offered to migrant workers from rural areas, and 50,000 more rural laborers to be transferred to the city. Moreover, we will strengthen the rural economy, promote the adjustment of the structure of the rural collective economy, as well as industry upgrading. The development of eco-tourism and sightseeing agriculture will be quickened, farmers' income sources will be expanded, and their incomes will steadily increase.

(VII) To advance social undertakings and build a happier and newer life

We will enhance the cultural soft power and promote public civility, etiquettes and moral education for citizens. In addition, we will vigorously promote Asian Games volunteers' spirit of dedication and innovativeness. We will continue to build civilized communities, towns, villages, institutions and households and enhance the city's overall level of civilization and public civility, in order to establish Guangzhou as a city of civility. Moreover, we will speed up the development of urban cultural facilities, explore and consolidate historical and cultural resources, develop and properly use the cultural heritage of the Asian Games, and strengthen the preservation intangible cultural heritage. Furthermore, we will carry out the "cultural benefit" project, build national-class demonstration sites for public cultural service systems, and construct piloting sites for national community public cultural events. In addition, the reform of the cultural system will deepen, and the growth of the cultural industry will quicken. Grassroots cultural faciltiesi will also be built, and greater efforts will be made to promote awareness of the brand of Guangfu culture. A number of premium cultural projects will be carried out to prosper cultural undertakings.

We will strengthen all social undertakings. We plan to cut Party and government office budgets, business reception expenses, official car purchases and car expenses, meeting expenses, and overseas travel expenses; we will increase funding for people's livelihood and social undertakings. We will also do everything possible to ensure full employment, create more than 300,000 job opportunities, and ensure at least 91% of college graduates with original Guangzhou residency are employed. We will provide greater employment assistance for disadvantaged groups and "zero-employment families", improve the migrant worker management service system, strengthen humanistic care, and protect the legitimate rights and interests of workers, and build harmonious labor relations. Moreover, we will also continue to expand the coverage of social insurance, and gradually resolve the endowment insurance issue for farmers who have settled down in the city, build a basic endowment insurance system for urban and rural workers, and unify the new rural insurance system.

We will also promote integrated municipal planning in the medical insurance market, expand the coverage of basic health insurance, and increase compensation for the insured. In addition, we will accelerate the development of preschool education and special education, continue to promote the standardization of compulsory education schools, improve the educational quality of regular high schools, vigorously develop vocational education, and enhance the standard of city-affiliated higher-education institutions. We also plan to build a demonstration zone for the nation's comprehensive education reform, deepen the reform of the medical and health systems reform, and build a basic medical and health system that covers all urban and rural residents. Besides, we will vigorously promote the standardization of town hospitals, village clinics and urban community health service organizations, improve the community and rural health service network, provide a comprehensive range of basic public health services, and improve the compensation and operation mechanisms of grassroots medial and health organizations.

Furthermore, we will vigorously develop the sports, promote healthy lifestyles, enhance the cultivation of sports personnel, and bolster the city's competitiveness in competitive sports. We will also foster large-scale brand-name sporting events, coordinate the utilization of Asian Games venues, and develop and grow the sports industry. Moreover, we will strengthen market guidance and supervision and stabilize overall consumer prices. We will also strengthen and improve the petition system, ensure that the public have channels to voice their concerns, and provide efficient dispute mediation and settlement services to maintain social harmony and stability. Efforts will also be made to strengthen the management of family planning services, promote the integration of urban and rural incentive policy for family planning, and maintain birth rate at a low level. We also have plans to expand undertakings related to senior citizens and continue to enhance the social service system for the elderly.

In addition, we will improve the management of religious affairs, promote national unity and advancement, efficiently manage Taiwan affairs and overseas Chinese affairs, and protect the legitimate rights and interests of Taiwan compatriots and overseas Chinese compatriots. We will also strengthen disaster prevention and mitigation infrastructure and improve the standard of meteorological and geological services and earthquake protection and disaster relief. Besides, we will carry out poverty reduction work with planning for all eligible households and with full accountability and ensure that all necessary poverty alleviation measures are in place. Moreover, we will provide law education for citizens and offer efficient legal services and assistance, and give full play to the critical role of trade unions, the Communist Youth League, women's federations and people's organizations and social groups in social management and public service. Furthermore, we will strengthen education in national defense and make stronger efforts to build the Guangzhou into a model city for supporting the families of military personnel and revolutionary martyrs. We will fully implement preferential treatment policies and make proper employment arrangements for decommissioned and retired military officers and senior military retirees transferred to local administration. Additionally, we will strengthen the militia, reserve forces, coastal defense, civil defense and anti-smuggling work, and we will provide efficient services relating to statistics, archives, confidentiality, counseling, literature and history, and local historic annals.

We plan to carry out 10 public livelihood enhancement projects. First, we will carry out poverty alleviation and development. We will focus on eight poverty-stricken towns and 206 poor villages in the northern mountainous areas of the city, provide assistance for 379 poor villages citywide, and ensure that that by the end of 2012, all of the assisted poor villages have an annual collective income of more than 100,000 yuan, and each needy family has an annual income of over 5,000 yuan. Second, we will waive tuition fees for needy students receiving secondary vocational education. As of the autumn of 2011, we will completely waive tuition fees for students from locally-registered poverty-stricken families who are attending secondary vocational schools. Third, we will expand the coverage of social insurance. The number of people covered by the top five insurance products will increase by 820,000 or 3.94% over last year, the full coverage of the new agricultural insurance will be achieved a year ahead of the original three-year schedule, and all rural residents aged 35 or above will be incorporated into the social security system. Fourth, we will raise the standard of urban and rural medical security. Government-operated grassroots healthcare institutions will fully implement the national basic drug system. The level of financial subsidies will be raised for urban residents' basic medical insurance and for the new rural cooperative healthcare. And the average individual contribution to the new rural healthcare system will be raised from 260 yuan to 300 yuan. The compensation from basic health insurance will be further raised to reduce residents' financial burden from medical bills. Fifth, we will raise the standard of social assistance. The minimum living standard of urban and rural residents will be raised by 17% to 25%; financial aids will be offered to 80,000 poor rural residents and people with severe disabilities to help them purchase the new rural insurance; and the monthly subsidy for orphans will be raised to 1,000 yuan. Sixth, we will increase housing adequacy. We plan to build a multi-layered affordable housing supply system centered on public rental housing. And we will promote the progress of the construction of 68,700 subsidized apartments which are currently under construction, commence the construction of another 43,000 such apartments, and resolve the housing problem for all of the city's 77,200 registered low-income households with inadequate housing by the end of this year. Seventh, we will improve the public transport system. We plan to build 23 urban roads with a total length of about 81 kilometers, implement the post-Asian Games traffic congestion alleviate scheme, and prepare intelligent transport plans. We will also vigorously develop public transport, add about 70 kilometers of bus lanes, build or renovate 24 bus terminuses, and improve the connections between buses and metro lines and other modes of transport, thereby reducing traffic congestion. Eighth, we will improve social eldercare services. We plan to extend longevity subsidies to all elders with local residency who are 70 years old or more and raise the longevity subsidies for elders with local residency who are 80 years old or more; they will also be given free "safety assurance" emergency call service devices. Ninth, we will press ahead with the "brightening" project for rural roads. We plan to install 50,000 street lights in rural areas and make sure that at least 30% of rural roads are illuminated at night. Tenth, we will provide residents with more leisure and fitness venues. We plan to build 240 community exercising pathway, 188 community basketball courts, and a number of small fitness squares. We will also add 500 kilometers of greenways and build 10 premium greenway leisure and tour routes.

(VIII) To improve government credibility and execution and build a government with which the public are satisfied

We will comprehensively promote the rule of law, thoroughly implement the resolutions of the Municipal People's Congress and its Standing Committee, properly handle the proposals, suggestions, criticism and comments made by the delegates to the People's Congress and the motions made by delegates to the Municipal People's Political Consultative Conference. We will continue to follow the system of reporting substantial matters to higher authorities and consciously subject ourselves to the supervision of the Municipal People's Congress, the Municipal People's Political Consultative Conference, the general public, and the media. Moreover, we will strengthen the efforts to build a government based on the rule of law and make proper arrangements for legislation on post-Asian Games city administration. We are committed to exercising our power and discharging our duties in strict accordance with the law, and we will regulate administrative enforcement behaviors including discretionary power in administrative licensing. Efforts will also be made to improve the standard of scientific policymaking and administrative enforcement, give full play to the role of government legal counselors and public lawyers, promote government transparency, institutionalize the online government involvement system, enhance the administrative accountability system, and intensify government credibility and execution.

We will also take substantial steps to improve administrative efficiency, standardize administrative review and approval behaviors, optimize the review and approval process, promote inter-departmental joint review and approval, and enhance the transparency, efficiency and standardization of administrative review and approval. Moreover, we will vigorously promote the Asian Games spirits, raise the sense of responsibility, dedication and drive among civil servants, build a learning government, and comprehensively enhance the overall competence and service standard of all government workers.

Furthermore, we will increase efforts to build a clean government, implement the accountability system for clean government, and intensify risk prevention. In addition, we will strictly adhere to the principle of frugality in government operations and build a resources-conserving government. We will also give full play to the monitoring functions of the supervision and audit departments, take inventory of the experiences in hosting clean and frugal Asian Games, carry out supervision and inspection of the disposition of Asian Games assets, strengthen the supervision and audit of financial resources, and prevent corruption from the source. Strong efforts will also be made to rectify unhealthy tendencies in government departments and industries and resolve outstanding issues that undermine public interests.

Dear Delegates, looking back on the past, we are full of pride; looking ahead to the future, we are full of confidence. Let's hold high the great banner of socialism with Chinese characteristics, adhere to Deng Xiaoping's theories and the important thoughts of the "Three Represents", thoroughly implementing the Scientific Development Concepts, press ahead under the leadership of the CPC Guangzhou Municipal Committee, and strive to speed up transformation and upgrading and build a happy Guangzhou!

2.Government's Work Report 2010

(1) A non-motor vehicle should operate on non-motor vehicle lanes only. When parked, a non-motor vehicle should not exceed the parking line. On the roadway without a lane for non-motor vehicles, the non-motor vehicle should keep to the right and must not enter the lane for motor vehicles.

(2) On a roadway with a sign prohibiting the operation of non-motor vehicles, the driver should disembark his or her non-motor vehicle on the sidewalk and push his or her vehicle.

(3) While crossing a road, the driver of a non-motor vehicle must stop when the red light on the crosswalk goes on and proceed when the green light goes on. At a crosswalk, the driver must disembark and push his or her non-motor vehicle across the crosswalk.

(4) At an intersection without a crosswalk, the driver of a non-motor vehicle should follow traffic signals or other indicators for motor vehicles and keep to the right of the motor lane.

(5) When turning a corner, slow down, look back, and extend your hand to signal the manouver. Do not rush or turn the corner abruptly.

(6) To cross a roadway which features a divider, a non-motor vehicle operator should follow the traffic signs and push his or her vehicle across the roadway via the pedestrian underpass or overpass.

(7) A non-motor vehicle should not carry oversized or exceedingly heavy goods and must not carry any passenger on a road downtown.

Note: A pedestrian or non-motor vehicle operator violating any traffic rule is liable for a fine of up to RMB 50. If he or she refuses to pay the fine, his or her vehicle may be impounded. Obstruction of traffic rule enforcement may lead to administrative detention for up to 15 days.

3. Safety Instructions to Pedestrians & Passengers

(1) When reaching an intersection with a crosswalk and traffic signals, a pedestrian should stop when the red light is showing and proceed when the green light is illuminated. Crossing the street by jumping over a barrier or fence without using the crosswalk, running contrary to a red light and jaywalking are strictly prohibited.

(2) When crossing streets, walk quickly across the crosswalk when the light turns green. If the green light flashes before you reach the crosswalk, do not continue crossing; rather, stay at the curb or the safety island.

(3) When crossing a street without a crosswalk, look both ways and walk quickly across the street only if it's absolutely safe to do so.

(4) If the street has a divider, the pedestrian should follow directional signs and cross via the pedestrian underpass or overpass that is closest.

(5) Passengers should stand at the bus stop rather than in the carriageway while waiting for a public bus, and should board the bus in turn after it has completely stopped. Do not hail a taxi while standing at an area or driveway where taxis are prohibited from stopping. Get into the taxi from the left side of the vehicle only after it has completely stopped.

(6) Look back and all around before you exit a taxi; do not leave the taxi unless there is no other vehicle immediately behind you. After getting out of the taxi, don't linger in the roadway; rather, walk onto the sidewalk immediately.

(7) While riding in a vehicle, buckle up if a safety belt is provided. Do no put your head or arm outside the window; do not throw anything out of the window. Watch for traffic nearby when getting off the vehicle. No vehicle should be stopped within 50 meters of an intersection or on any road section where stopping is prohibited.
