IC Card is issued by Guangzhou News Center (hereinafter referred to as the Center) to designated journalists with designated media. The media eligible for the card include the Guangzhou offices of news agencies affiliated with the Central Government, provincial and city governments outside Guangdong Province, Guangdong Provincial Government and Guangzhou Municipal Government, as well as those from Hong Kong, Macao and abroad. 

Whoever participates in the activities organized by the Center must be accredited by the Center and issued with an “IC Card for News Coverage”. The IC card, available only to designated journalists from designated media, stores the basic information of the journalist, including name, gender, photo, news agency, department, resume and so on. An IC card holder is entitled to the following rights:

1. Participating in the press conferences and interview activities organized by the Center;

2. Interviewing the organizations represented by spokespersons;

3. Asking for relevant information and documents from the Center and using relevant facilities free of charge.

An IC card holder may get into the press conference venue by swiping the card. During the press conference, by inserting the card into the card socket on the seat, journalists can enjoy services such as the simultaneous interpreting, question request button, Internet access and so on.

The journalist who wants to temporarily attend a press conference should make a prior application to Guangzhou News Center for a one-off IC card.
