Notification of Strengthening COVID-19 Control and Prevention Measures in Haizhu District (7)

In order to curb the spread of COVID-19, achieve zero COVID-19 community transmissions, and protect people’s health and safety, Haizhu District COVID-19 Control and Prevention Command Center has made a deliberate decision to implement the following COVID-19 control and prevention measures from 0:00 on November 5 to 24:00 on November 7:

1. Residents’ movement shall be strictly controlled. They shall not go outdoors except for essential reasons such as PCR tests or emergency medical treatment. Please avoid social gatherings and crowded places. One person in each household can be allowed to buy daily necessities or receive contactless delivery services in the designated time slot in an orderly manner. All residential communities, villages in cities, and industrial parks shall be put under closed-off management, and measures shall be strictly implemented at the entrance such as temperature checks, venue code scanning, and checks of 24-hour negative PCR test results.

2. Temporary traffic control measures shall be implemented. Metro and bus services will be suspended. Vehicles responsible for meeting the city’s basic needs of transportation, medical service, emergencies and for COVID-19 control and prevention can be granted access to roads in accordance with relevant COVID-19 control measures. Other vehicles (including electromobiles and bikes) are required to stay put. In order to meet the needs of examinees for examinations such as the National Unified Examination for College Admissions and national professional and technician qualification tests, metros, buses, and online rental bikes will remain in operation as normal on November 5 and 6 from 6:00 to 9:00. After the end of such examinations, examinees will be transferred to specific places by designated vehicles at each site.

3. Apart from medical workers, suppliers, community staff, volunteers, and employees of government departments and public institutions responsible for COVID-19 control and prevention, in principle, other people are required to either work from home or work as volunteers in their local communities to help fight COVID-19 and serve the residents.

4. Universities, technical and vocational education and training institutions will be placed under closed-off management. Primary schools, secondary schools, and kindergartens shall be closed and their in-person classes suspended. All training institutions shall suspend offline teaching, and nursery and childcare institutions shall suspend their services.

5. Apart from providers of public services such as water, electricity, fuel, gas, telecommunication, sanitation, food supplies, supermarkets (including farmers’ markets), pharmacies, medical institutions, and restaurants (takeaway and delivery services only), all businesses shall suspend operation. Subdistricts and communities shall strengthen efforts in ensuring venue code scanning. Visitors must present their 24-hour negative PCR test results before entering the above-mentioned venues.

6. District-wide mandatory PCR testing. This testing is universal and should cover every household and every individual. All residents shall follow the notifications and instructions of their subdistrict or community and get tested in the designated time slot. Residents are required to practice proper protective measures. They shall wear a mask correctly, keep a social distance of at least one meter, and return home once the testing is done.

7. All subdistricts in Haizhu District shall establish teams to provide essential services. 24-hour service hotlines and medical consultation hotlines shall be set up to respond to residents’ demands in a timely manner.

The above management and control requirements will be adjusted dynamically according to the changing COVID-19 situation. Existing control measures will continue to be carried out in medium- and high-risk as well as temporary controlled areas. Entities and individuals who fail to fulfill their obligations or refuse to implement COVID-19 control requirements will be held legally responsible if their actions have led to the further spread of COVID-19.
