Guangzhou releases latest draft of urban rail transit passenger code for public feedback

On March 18th, the Guangzhou Municipal Transportation Bureau posted a notice on its official website soliciting feedback on the draft of the "Guangzhou Urban Rail Transit Passenger Code (Draft for Soliciting Opinions)" (hereinafter referred to as the "Code").

Prohibited actions within the areas of urban rail transit such as entrances, passages, station halls, platforms, train compartments, and other facilities of urban rail transit include:

Using electronic devices with sound played out loud.

Going barefoot, shirtless, improperly dressed, or wearing masks and makeup that could cause discomfort to others or induce panic.

Piling items on seats, lying down, stepping on seats, or occupying multiple seats per person.

Begging, performing, singing, dancing, picking up garbage, or engaging in other marketing activities such as selling and promoting.

Carrying bicycles on urban rail transit, except for folding bicycles in complete packaging that comply with the regulations on carrying luggage in Article 9 of the Code.

The following items are prohibited from being carried on urban rail transit:

Firearms, ammunition, controlled knives and tools, explosives, and replicas thereof, except for special personnel such as national security, military, police, customs officers, etc., carrying out official duties with valid credentials.

Hazardous materials such as flammable, explosive, toxic, harmful, radioactive, corrosive, infectious disease pathogens, as well as items with severe odors or irritating smells.

Items that may cause panic among passengers, endanger passenger safety and property, or affect the safety of urban rail transit facilities (including inflatable balloons, liquid nitrogen, highly magnetized materials, etc.), except for emergency rescue tools.

Bicycles, except for folding bicycles in complete packaging that comply with the regulations on carrying luggage in Article 9 of the Code; electric bicycles, electric skateboards, and other electric mobility tools that meet the relevant quality and safety standards specified in the Regulations on the Supervision and Administration of Medical Devices and the Management Regulations on Medical Device Instructions and Labels, and have obtained a medical device registration certificate number for barrier-free electric wheelchairs.

Live poultry and pets such as cats, dogs, snakes, and any other animals that may obstruct the operation of urban rail transit or the travel of other passengers are prohibited. However, service animals on duty and guide dogs, assistance dogs with identification marks, holding relevant valid certificates, and implementing protective measures are exempted.

Items prohibited or restricted from possession, carrying, or transportation according to relevant laws, regulations, rules, and standards.

Additionally, the Code specifies that each passenger may carry luggage with a total weight not exceeding 30 kilograms and external dimensions (length, width, and height) not exceeding 1.8 meters in total without paying an additional fare. Luggage exceeding 30 kilograms in total weight or external dimensions exceeding 1.8 meters in total, or other items that may obstruct passage inside the train and station or may affect operational safety, are strictly prohibited from being carried onto the station premises.

Prohibited actions within the areas of urban rail transit such as entrances, passages, station halls, platforms, train compartments, and other facilities of urban rail transit include:

Chasing and fighting, causing disturbances, being drunk and disorderly, molesting others, peeping or secretly filming others' privacy, and igniting open flames.

Illegally intercepting trains, blocking transportation, climbing or crossing fences, railings, turnstiles, locomotives, etc.

Unauthorized entry into the driver's cab, tracks, tunnels, or other areas with warning signs.

Crossing the yellow safety line or leaning against platform doors, crossing platform doors or end wall doors (elevated stations, ground stations), forcefully pulling doors or platform doors, preventing doors or platform doors from closing, and forcibly boarding and alighting.

Unauthorized operation of buttons, switches, sockets with warning signs, or use of emergency or safety devices in non-emergency situations.

Damaging or destroying urban rail transit facilities, firefighting safety equipment, isolation facilities, or moving, covering up safety fire warning signs, evacuation direction signs, measurement facilities, and safety protection equipment within the scope of urban rail transit facilities.

Placing obstacles on the tracks, throwing objects at trains, locomotives, maintenance vehicles, etc., using flashlights, laser pointers, etc., affecting the driver's operation.

Wearing clothing, badges, objects, signs, logos, and slogans related to evil, terrorism, pornography, illegal religious propaganda, or against public order and good customs.

Holding up signs, banners, or conducting "flash mobs" that may attract crowds.

Filming movies, TV dramas, advertisements, etc., without the consent of the urban rail transit operating unit.

Not obeying the guidance of on-site staff.

Emitting wireless network signals or links containing illegal information, intentionally interfering with the special communication frequency of urban rail transit.

Other behaviors that endanger the safety of urban rail transit facilities or affect operational order.

Evading security checks, entering stations against channel instructions, delivering items without security checks to paid areas.

Unauthorized parking, piling up debris, setting up stalls, or distributing printed materials.

Smoking (including e-cigarettes), spitting everywhere, urinating and defecating, littering fruit peels, paper scraps, and other waste.

Scribbling, writing, drawing, posting items, hanging objects randomly.

Begging, performing, singing, dancing, picking up garbage, or engaging in other marketing activities such as selling and promoting.

Lingering for a long time in stations, stairs, and evacuation channels.

Piling items on seats, lying down, stepping on seats, or occupying multiple seats per person.

Eating on trains (except for infants and patients).

Riding balance bikes, electric mobility tools (excluding electric wheelchairs), bicycles, using skateboards and roller skates, making loud noises, playing musical instruments, or using electronic devices with sound played out loud.

Going barefoot, shirtless, improperly dressed, or wearing masks and makeup that could cause discomfort to others or induce panic.

Other behaviors that affect the appearance and environmental hygiene of urban rail transit public places.

The regulations state that violations of these rules constitute a violation of the "Guangzhou Urban Rail Transit Management Regulations" and other relevant provisions. The relevant departments will handle them according to the law; those suspected of crimes will be transferred to judicial authorities for processing. Regarding credit information, according to the "Guangzhou Municipal Public Credit Information Management Regulations," it will be included in the public credit information management system and punished according to the law.

The regulations will be implemented from the date of issuance and will be valid for five years. The "Notice of the Guangzhou Municipal Transportation Commission on the Issuance of the 'Guangzhou Urban Rail Transit Passenger Code'" (Suijiao [2019] No. 9) is simultaneously repealed.
