Guangzhou Huadu District COVID-19 Prevention and Control Command Center Office Notice on Strengthening the Management and Control of Commercial Places(No. 10)

Dear residents of the District,

  In order to protect the health and safety of the people and reduce the risk of epidemic transmission caused by the gathering of people, Huadu District decides to further strengthen the management and control of commercial places in the whole district. Specific measures are as follows:

  1. All restaurants shall stop providing dine-in service (including food shops who provide dine-in), and may provide take-away services either on-site or through orders. They may also provide dine-in for individual customers in separated rooms (Each room can only have 1 table; each table can only have a maximum of 10 guests). Any form of group dining is forbidden (including private banquet).

  2. Canteens (including the canteens of government departments and public organizations, schools, factories, construction sites, enterprises, etc.) must measure temperature for everyone; people must dine in batches at different times, and sit in the same direction with reasonable distance from each other.

  3. All public entertainment facilities located in enclosed spaces (cinemas, theaters, Karaoke bars, dancing clubs, Internet cafes etc.) and the enclosed spaces of tourist sites must be temporarily shut down. Public culture facilities (libraries, museums, cultural halls, galleries) and the outdoor spaces of tourist sites shall limit the traffic to 50% of their maximum capacity. All commercial places must inspect the code (“health code for passing”) of every customer, and take control measures such as making appointment, implementing staggered schedule, measuring temperature and wearing masks. Before having their exclusive “health code for passing”, all commercial places must register the information of every customer. If you do not have a smart phone, please ask others, your Neighborhood (Village) Committee, or the property management staff to apply for a “health code” of your own, print it out and carry with you for scanning and inspection when entering public places.

  4. All commercial places shall be disinfected thoroughly every day, good circulation shall be maintained and health monitoring of employees shall continue. They should also actively publicize the epidemic prevention and control knowledge by broadcasting relevant information and requirements in the access and inside the operation area using screens, loudspeakers and radios during the business hours.

  5. All residents must voluntarily abide by the COVID-19 prevention and control rules set out by the state, province, municipality, and district. Residents should take proper personal protection measures, avoid gatherings, wear masks, wash hands regularly, measure temperature, practice social distancing, and cooperate with the party committee and the government to carry out COVID-19 prevention and control measures.

  6. Citizens are suggested not leaving the city or province unless necessary during the Dragon Boat Festival, and those who do need to travel should hold a negative PCR testing report within 48 hours. Party and government departments, enterprises and public institutions, schools and travel agencies in the District should take the lead in implementing the requirements of not leaving Guangzhou or the province unless necessary.

  7. Any individual or organization fails to implement the abovementioned measures as required will be subject to legal liabilities according to the Law of the People's Republic of China on the Prevention and Control of Infectious Diseases, the Law of the People's Republic of China on Public Security Management and Punishment, the Law of the People's Republic of China on Emergency Response and the Regulations on Preparedness for and Response to Emergent Public Health Hazards.

  The above measures are to be adjusted according to the epidemic risk assessment. This Notice shall come into effect upon its promulgation.

  Notification on Further Tightening COVID-19 Prevention and Control Measures

  (No.2)

  In line with recent COVID-19 prevention and control requirements, following the actual COVID-19 prevention situation in Conghua District, in order to effectively curb the spread the COVID-19, we hereby notify the following matters regarding further tightening COVID-19 prevention and control measures:

  1. Tighten travel restrictions. All residents are advised to stay in Guangzhou and Guangdong Province unless your circumstances are exceptional. Residents who do have a pressing need to leave Guangzhou or Guangdong Province must hold a negative PCR test report obtained within 48 hours. All Party members and employees of Party and government bodies as well as SOEs and government-affiliated organizations shall take the lead in following travel restrictions and stay in Conghua District unless for work purposes.

  2. Strictly implement COVID-19 prevention and control measures in public places. Entertainment and sports facilities located in enclosed spaces, as well as indoor leisure activities at tourist attractions will be temporarily shut down. Sections of tourist towns and attractions located in enclosed spaces will be temporarily shut down. COVID-19 prevention and control measures including enhanced ventilation, restricted traffic, body temperature screening, health code inspection, and face coverings will be imposed in farmers’ market, commercial areas, entertainment venues, shops, and public exercise venues. Cashless payment is encouraged. Traffic in public cultural venues (libraries, museums, cultural halls, art galleries) and outdoor sections of tourist attractions will be limited to 50% of their maximum capacity. Reservations must be made beforehand, and entries will be allowed on a staggered schedule. Passengers who commute between Guangzhou city and Conghua on Line 14 are required to go through temperature screening and wear proper personal protections. Inns, hotels, and homestays must exercise extra precautions and rigorously implement COVID-19 prevention and control measures.

  3. Access control will be strictly managed by health code inspection. Following the requirement of Guangzhou COVID-19 Prevention and Control Command Center Notification on tightening COVID-19 prevention and control measures in some key locations (No.18), relevant locations must apply for an exclusive location-specific “access health code” from the local community (village) committee immediately and print out the code and put it in a visible area at the entrance. Residents entering into these places must scan (present) the health code. Community (village) committee, property management service providers must ensure the smooth progress of “health code” application.

  4. Strictly control dine-in service. All public catering service providers (including food sellers offering dine-in service) shall stop providing dine-in service and provide take-away services either on-site or through online or phone orders. All internal canteens (including canteens of government and public organizations, schools, construction sites, and enterprises) shall implement COVID-19 prevention and control measures, such as conducting temperature screening at the entrance, offering dining service on a staggered schedule for different groups, taking away face-to-face seats, and using partitions.

  5. Strictly follow the requirements for information reporting. Residents must be cooperative in epidemiological investigation and provide authentic, accurate personal information, health status, as well as other important information related to COVID-19 prevention and control. Residents who have visited medium- or high-risk areas, or key locations, or have come into contact with confirmed COVID-19 patients or their close contacts, must take the initiative to report to the community (village) committee or their employer. Residents must be cooperative in epidemiological investigation. When seeking diagnosis at medical facilities, residents must not conceal any travel or contact history.

  6. Take precautions in personal protection. Residents should wear face masks, wash hands regularly, monitor body temperature, avoid gatherings, practice social distancing, take PCR tests as required, and take the initiative to receive COVID-19 vaccination. Residents should pay closer attention to their health status and lead a healthy lifestyle.

  7. Impose accountability. Individuals and organizations that fail to implement the above measures will be held legally liable in accordance with Law of the People's Republic of China on Prevention and Treatment of Infectious Diseases,  Public Security Administration Punishments Law of the People's Republic of China, Emergency Response Law of the People's Republic of China, and Regulation on the Urgent Handling of Public Health Emergencies. This notification will be implemented on the day of its printing and distribution.

Guangzhou Zengcheng District COVID-19 Prevention and Control Task-force Notice on Further Strengthening the Epidemic Prevention and Control Measures

(No. 5)

Dear residents,

  As our city’s epidemic prevention and control efforts stand at a critical stage, it is necessary for all members of public to participate. In order to ensure the health of the general public, based on the needs of prevention and control requirements, we hereby announce the following measures:

  1. Tougher travel restrictions. The general public should not leave Guangzhou or Guangdong province for non-essential reasons. Those who really need to leave Guangzhou or leave the province must have a certificate of negative nucleic acid test results from within the last 48 hours; party and government agencies, enterprises, institutions, schools and travel agencies should take the lead in implementing the requirements of not leaving Guangzhou or the province for non-essential reasons.

  2. Tougher control in public places. Enclosed public spaces and entertainment venues shall be closed. Non-enclosed public places such as farmers’ markets, commercial service sites, entertainment venues, shops, libraries, parks and scenic spots shall strictly implement prevention and control measures: ensure good ventilation, cap the flow of people, check temperature and health codes of visitors, and ask visitors to wear masks.

  3. Tougher control on large events. In accordance with the requirements of "canceling unnecessary large-scale events”, large-scale events and group tourism shall be suspended. During the Dragon Boat Festival, all towns, streets and villages/communities are not allowed to organize dragon boat races, festival meals and other social gatherings. Dragon boats are prohibited from launching into the water.

  4. Tougher control on dine-in services. All private catering service providers (including food sellers that provide dine-in services) in the district shall suspend dine-in services. residents are encouraged to pick up food at restaurants and order take-outs. All canteens (including government agencies, institutions, schools, factories, construction sites, businesses) should implement measures such as checking temperatures, dining at different time slots, setting up dividers at tables.

  5. Stricter regulations on health codes. According to the Notice on Further Strengthening the Epidemic Prevention and Control Measures (No. 18) issued by Guangzhou COVID-19 Prevention and Control Headquarters, relevant venues shall immediately apply to the village/community for an exclusive "health code" and post it at a conspicuous site at the entrance. Residents need to scan (show) the code before entry. Village /community committees and property management companies should do a good job in helping relevant venues and residents under their jurisdiction in obtaining the health codes.

  6. Stricter regulation on information updates. residents must cooperate with epidemiological investigations in accordance with the law, and provide true and accurate personal and health information, and other related information. residents who have recently been to medium-and-high-risk areas or restricted places, or have been in contact with confirmed cases or their close contacts must report to the community /village committee or their employers, and cooperate with the epidemiological investigation. When visiting a medical institution, residents must not conceal their epidemiological history.

  7. Greater personal protection. Residents are strongly encouraged to follow good habits such as wearing masks, washing hands, cleaning homes, and using serving chopsticks. They are encouraged to reduce gatherings, maintain social distances, take the PCR test, receive Covid-19 vaccination, closely monitor their health and live a healthy lifestyle.

  8. Greater accountability. Individuals or entities that fail to implement the above-mentioned measures will be pursued legal responsibilities according to the Law of the People's Republic of China on the Prevention and Control of Infectious Diseases, The Law of the People's Republic of China on Public Security Administration Penalties,  Emergency Response Law of The People's Republic of China, and Regulations on Public Health Emergencies.

  The above prevention and control measures are periodically adjusted based on the epidemic risk assessments. This notice will take effect once it is issued.
