Implementation Measures of Baiyun District of Guangzhou Municipality for the Preschool Education Financial Assistance System(广州市白云区学前教育资助制度实施办法)

  Article 1.These Implementation Measures are developed to further implement the guiding principles of the Notice of the Department of Finance of Guangdong Province, the Department of Education of Guangdong Province, the Human Resources and Social Security Department of Guangdong Province, the Guangdong Department of Veterans Affairs, and the Mobilization Bureau of the Guangdong Provincial Military Region of the People’s Liberation Army of China on Issuing the Implementation Measures of Guangdong Province for the Management of Student Financial Assistance Funds (Guangdong Finance Regulation [2021] No. 1) and the Notice of the Education Bureau of Guangzhou Municipality and the Finance Bureau of Guangzhou Municipality on Issuing the Implementation Opinions on Further Improving the Student Financial Assistance System of Guangzhou Municipality (Guangzhou Education Regulation [2021] No. 9). In light of the actual conditions of the district, these Implementation Measures aim to provide preschool education financial assistance in the district to effectively safeguard the right of children from families with financial difficulties to receive preschool education and to promote the development of preschool education.

  Article 2.Theprovision of preschool education financial assistance adheres to the basic principles of “increased financial input, reasonable sharing of funds, clear policy guidance, diversified and mixed subsidies, and definite responsibilities for all parties.” It caters to the municipal government’s requirement that “the total number of financial assistance recipients in preschool education shall not be less than 10% of the total number of children enrolled in kindergartens in the district.” The aim is to expand the coverage of preschool education financial assistance and to effectively address difficulties faced by children from families with financial difficulties in accessing preschool education.

  Article 3. Financial assistance recipients

  (I) First class of prioritized financial assistance recipients.

  Children from families with financial difficulties, orphans, children with disabilities, de facto unattended children, and other entitled groups, who shall be permanent residents in the district aged 3 to 6, attend public-funded kindergartens (including those meeting the definition of public-funding), inclusive private kindergartens, and infant classes approved by the district’s education administration, and comply with the relevant policies of the state, will be granted financial assistance. They include the following categories:

  1. Students from former registered impoverished families.

  2. Members of families receiving urban or rural subsistence allowance that hold one of the following certificates: a valid certificate of urban or rural subsistence allowance, certificate of marginal families receiving urban or rural subsistence allowance, or certificate of families with expenditure difficulties issued by civil affairs departments, or valid certificate of workers in dire poverty issued by the Federation of Trade Unions.

  3. Supported people in dire poverty who hold a valid certificate of relief and support for people in dire poverty or other certificates issued by civil affairs departments.

  4. Orphans holding a valid child welfare certificate issued by civil affairs departments and de facto unattended children identified by civil affairs departments.

  5. Children of entitled groups that hold a valid Certificate of the People’s Republic of China for Servicemen with Disabilities, registration certificate of compensations and subsidies for entitled groups, and other certificates for entitled groups issued by the Bureau of Veterans Affairs and police officers sacrificed their lives for their duty.

  6. Children with disabilities that hold a valid Certificate of the People’s Republic of China for People with Disabilities issued by the Disabled Persons’ Federation.

  (II) Second class of extensive assistance recipients.

  While ensuring inclusive preschool education financial assistance for children in the above category, efforts shall be made to cater to the municipal government’s requirement that “the total number of financial assistance recipients in preschool education shall not be less than 10% of the total number of children enrolled in kindergartens in the district.” In light of the actual conditions of the district, subsidies shall be provided to children with household registration in Baiyun District who are enrolled in the junior, middle, and senior classes of inclusive private kindergartens approved by the district’s education administration.

  (III) A childeligible for both categories above shall be entitled to the one that provides more assistance instead of both.

  Article 4. Assistance standards

  (I) For children in the first class of prioritized financial assistance recipients, each will be offered assistance of RMB 1,300/person/school year (including public funds at all levels).

  (II) For children in the second class of extensive financial assistance financial recipients, each will be offered assistance of RMB 400/person/school year (including public funds at all levels).

  Article 5. Source of funds

  Funds for preschool education financial assistance shall be shared by public funds at all levels according to the jurisdiction of the school roll and as per relevant documents.

  Article 6. Implementation procedures

  (I) Identification of financial assistance recipients

  The identification of financial assistance recipients shall be first examined by the kindergarten and reviewed by the Education Guidance Center, which will submit it to the District Education Bureau for joint review. The identification process shall comply with the Notice of the Department of Education of Guangdong Province and Other Five Departments on Issuing the Implementation Measures of Guangdong Province for Identifying Students from Families with Financial Difficulties (Guangdong Education Assistance [2023] No. 2).

  (II) Financial assistance application.

  Funds for preschool education financial assistance are granted once a semester and shall be applied for at the beginning of each semester. The specific process is as follows:

  1. Policy promotion. The kindergarten shall establish a financial assistance working group led by the kindergarten director and comprised of the financial assistance manager, homeroom teachers, and other relevant teachers. It shall also publicize the preschool education financial assistance policy to parents (guardians) by various means such as parents’ meetings, written notices, and announcements.

  2. Financial assistance application. The kindergarten shall proceed with preschool education financial assistance among eligible children based on the results of the identification of children from families with financial difficulties. The parents (guardians) shall truthfully fill in the Application Form of Guangdong Province for the Identification of Students from Families with Financial Difficulties and submit relevant certification materials to apply for preschool education financial assistance to the kindergarten the children attend.

  3. Examination by the kindergarten. Upon receipt of applications from the parents (guardians), the kindergarten shall establish an examination panel consisting of representatives of students’ parents and teachers to verify the certification materials provided by the applying parents (guardians). The verification shall be made as per the Notice of the Department of Education of Guangdong Province and Other Five Departments on Issuing the Implementation Measures of Guangdong Province for Identifying Students from Families with Financial Difficulties (Guangdong Education Assistance [2023] No. 2). The results of the review shall be publicized in the kindergarten for 5 working days by appropriate means such as posting an announcement, and photographs shall be taken for archiving.

  4. Review. During the publicization period, the parents (guardians) of the children have the right to request a review of the identification of children from families with financial difficulties. If no objection is made during the publicization, the kindergarten will submit the list of children eligible for financial assistance, as well as a summary of the kindergarten’s school roll and financial assistance information to the Education Guidance Center, which will review and submit them to the district’s education administration.

  5. Joint review. After examining the materials submitted by the kindergarten, the district’s education administration shall notify the kindergarten of the confirmed list of financial assistance recipients and grant financial assistance funds as per financial regulations. The kindergarten shall notify the parents (guardians) of the assisted children.

  6. Dispensation of funds. Preschool education financial assistance shall be dispensed in full to the children’s guardians by bank transfer and must not be substituted or reduced in kind or services. In special circumstances where bank transfers are unavailable, the funds may be dispensed in cash only with the approval of the district’s education authority. In the dispensation process, the funds shall be collected by the children’s guardians, who shall sign with a black sign pen on the Signing Form for Collecting the Funds of Preschool Education Financial Assistance and confirmed by the homeroom teacher by signing. At the same time, the kindergarten director must sign and approve the Summary Form for the Dispensation of Preschool Education Financial Assistance. The above two forms and the Statistical Table on the Implementation of Preschool Education Financial Assistance shall be kept in the school’s financial records for reference.

  7. Entering in the system. The kindergarten shall enter information about children receiving preschool education financial assistance into the preschool education financial assistance system, establish a complete archive of children receiving preschool education financial assistance, and perform dynamic management. It shall ensure that the information about the assisted children is truthful and reliable and maintain the data in the preschool education financial assistance system.

  8. Archiving. The kindergarten shall establish files on preschool education financial assistance as per regulations of Guangdong Province on archiving for preschool education financial assistance.

  Article 7. Implementation requirements

  (I) Enhancing organizational leadership

  In accordance with the guiding principles of relevant provincial and municipal policies and documents, the district’s education administration and human resources and social security department are responsible for identifying children from families with financial difficulties at kindergartens within the jurisdiction. The district’s education administration is responsible for (1) registering the basic information about children from families with financial difficulties at all levels and in all classes within the jurisdiction, (2) replying to the children’s parents (guardians) about the request for reviewing the identification of children from families with economic difficulties, and (3) reviewing the lists of children from families with economic difficulties in all classes submitted by kindergartens. It shall also report the information to its superior authorities. The district’s education administration and finance administration shall organize the application for and fund dispensation of preschool education financial assistance, ensuring smooth policy implementation. Kindergartens shall prioritize preschool education financial assistance. They shall implement a director accountability system and set up positions dedicated to the promotion of policies on preschool education financial assistance, the identification of children from families with financial difficulties, the dispensation of financial assistance funds, and the registration of basic information about children receiving preschool education financial assistance at the kindergarten. They shall also establish a system of financial disclosure and accept social supervision.

  (II) Supplementing basic information for preschool education financial assistance

  The district’s education administration shall collect information for preschool education financial assistance in the national management information system for student financial assistance as mandated by the Provincial Department of Education. It shall supervise and guide the kindergartens concerned to perform basic management of information about kindergarten children and assisted children, establish a sound archive of children receiving preschool education financial assistance, and perform dynamic management, thus ensuring that the information about assisted children is truthful and reliable.

  (III) Intensifying fund management

  Funds for the preschool education financial assistance policy shall be included in the annual financial budget. They shall be allocated in full according to the provincial and municipal requirements on funds for preschool education financial assistance and the number of assistance recipients, and the funding standards of the district and shall not be misappropriated. The district’s education and finance administrations shall work closely with the audit, supervision, civil affairs, trade unions, Federation of the Disabled, and other agencies to strengthen the supervision and inspection of the operation of the preschool education financial assistance system to ensure that the funds are allocated promptly for the designated purposes. They shall also consciously accept the supervision and inspection of superior authorities. Acts such as squeezing, misappropriating, and falsifying to seize or retaining the funds will be seriously investigated and dealt with as per the Regulation on the Punishments and Disciplinary Actions for Fiscal Violations and other pertinent provisions. Responsible persons will be held accountable. Those constituting a crime will be held criminally liable in accordance with the law.

  (IV) Actively guiding and encouraging education donations from society

  Preferential policies and measures to encourage education donations should be further developed and improved to actively guide and encourage enterprises, social organizations, and individuals to donate to education and help children from families with economic difficulties, orphans, children with disabilities, and other entitled groups access inclusive preschool education.

  (V) Increasing promotion

  Extensive promotion of preschool education financial assistance policies shall be carried out in a variety of forms, targeting the key points of the policy, so that parents will be informed of their rights to financial assistance promptly, and a favorable social atmosphere will be created to ensure the smooth implementation of preschool education financial assistance.

  Article 8. These Implementation Measures shall be effective from December 30, 2023, for 5 years.
