Guangzhou municipal government always pays high attention on people's livelihood and keeps improving its public service system. In 2014, 73.6% of Guangzhou's general public budget was used for improving people's livelihood and other public services.

In 2014, job training was offered for college and university graduates so that their employment rate reached 93.3%. Meanwhile, 270,800 new jobs were created in urban area. 2998 residents had applied for household registration by points system. Besides, Guangzhou municipal government had built up 19,600 sets of affordable housing, renewed 9,000 rural mud-brick houses & dangerous buildings and planed to construct public rental housing for non-residents in Guangzhou.

In 2014, nearly 26.5 million residents were covered by the “five-insurance” including endowment insurance, medical insurance, unemployment insurance, industrial injury insurance, maternity insurance. Besides, Guangzhou had increased the minimum living standards in urban and rural areas for the last eight years in a row, provided medical insurance for serious illness and medical treatment by commercial insurance. Moreover, the average retirement pension for employees of enterprise was raised to above 3000 Yuan and the pension for the residents transformed from farmers increased by 9%. In addition, Guangzhou rebuilt rural old-age home and 413 aged-activity venues as well as provided 8,325 beds served for the aged.
